    Countries must unite in preventing Iran from acquiring nuclear weapons technology, even if that clashes with their own narrow economic interests, Foreign Minister Tzipi Livni said Monday.
    „Behind almost every conflict that we have in the Middle East, one can see the long arms and shadow of Iran,“ Livni said in a speech to university students in Beijing, where she is seeking Chinese support for new United Nation sanctions.
    „If this dangerous regime … masters the technology of developing nuclear weapons, then the stability that we are trying to build in the Middle East will vanish,“ Livni said, citing Iran’s support for militant anti-Israeli groups such as Hezbollah and Hamas.
    China could play a crucial role in defusing the Iranian nuclear dispute by supporting tougher sanctions, she said, adding that pressure needed to be intensified before Iran mastered the means to produce nuclear weapons.
    „China on this has a crucial role as a member of the Security Council of the United Nations,“ she said, adding that past efforts to impose sanctions had been diluted by compromise.

    Im Grunde genommen muss man mit Mohammed el-Baradei fast schon Mitleid haben. Da bekommt er vor zwei Jahren samt seiner Internationalen Atomenergieorganisa tion (IAEA) den Friedensnobelpreis geschenkt, aber die damit für gewöhnlich einhergehenden globalen Respektsbezeigungen wollen sich einfach nicht einstellen, weder in moralischer noch in politischer Hinsicht. So richtig ernst nimmt den Ägypter kaum jemand – und das hat seine Gründe, deretwegen die potenzielle Anteilnahme an seinem Schicksal rasch einer veritablen Fassungslosigkeit weicht: Was der Generaldirektor der IAEA im Zuge seiner Ermittlungen in atomar ambitionierten Staaten wie dem Iran oder Syrien allen Ernstes für taktisches Geschick hält, entpuppt sich nämlich regelmäßig als fast schon kindliche Naivität. Verstärkt wird dieser Eindruck noch durch seine aufgeregt-moralinsa uer vorgetragenen Anklagen den USA und Israel gegenüber, die hart erkämpfte Fortschritte unentwegt sabotierten, wo nicht gar vollständig zuschanden ritten.
    Dieser Tage ist el-Baradei (Foto) wieder verstärkt in den Medien präsent, und er wirkt dabei neuerlich wie ein eitler Dorfpolizist, der sich einbildet, seinen Pappenheimern schon irgendwie beikommen zu können – auf Augenhöhe sozusagen –, und der partout nicht einsehen will, dass es sich bei den vermeintlichen Kleinkriminellen in Wirklichkeit um gemeingefährliche Kaliber handelt, die ihn bloß an der Nase herumführen und bei denen deshalb ganz andere Maßnahmen geboten sind als der erhobene Zeigefinger. Also empört sich der IAEA-Chef darüber, dass Israel Anfang September einfach eine Atomanlage in Syrien
    buchstäblich dem Erdboden gleich machte, wo seiner Behörde doch gar keine Erkenntnisse über ein solches nukleares Bauwerk vorlagen. „Wenn irgendjemand auch nur die kleinste Information über irgendetwas Atomares hat, würden wir das natürlich gerne untersuchen“, offenbarte el-Baradei der französischen Tageszeitung Le Monde seine Träume. „Offen gesagt: Ich wage zu hoffen, dass Menschen ihre Sorgen erst uns übermitteln, bevor sie sich entscheiden, Bomben zu werfen und Gewalt anzuwenden.“

    China is sticking to its stance that a negotiated settlement is still possible. Its permanent seat on the U.N. Security Council entitles China to veto any proposed U.N. sanctions against Iran.

      Vice Prime Minister and Minister of Foreign Affairs Tzipi Livni met Tuesday (30 October) with the major figures of the Chinese leadership: Prime Minister Wen Jiabao, Foreign Minister Yang Jiechi and Wang Jiarui, who is in charge of the Communist Party’s external relations. The main topic of the discussions was the strengthening of economic, cultural and commercial ties between the two countries. The Chinese prime minister and foreign minister set a goal of $10 billion in mutual trade to be reached by the year 2010.
      Minister Livni referred to Middle East issues, especially Iran, and said, „The international community cannot afford a nuclear Iran. It is not only the express threat to Israel. When Iran’s leader talks about wiping a country off the map, denies the Holocaust and undermines the stability of regimes in the region, the world must react. China, as a central player in the international arena, has an important role in this. China does business in Iran, it has an influence on Iran and it is a permanent member of the Security Council. Iran is testing the response of the world, and the states bordering Iran are also looking on. Hesitation in this matter is looked upon by the Iranian regime as weakness, and the moderate states in the region will try to appease Iran instead of fighting it, in order to reduce the danger to themselves. In order for the diplomatic steps to be more effective – and there are signs that the steps taken until now have been effective – the time has come to take stronger measures, more meaningful and immediate action. That is the only way to tip the balance and to influence Iran’s nuclear policy. Whoever is wary of taking violent action against Iran should be the first to support sanctions and a firm, consistent diplomatic policy. Time is not working in the world’s favor.
      A nuclear Iran would upset the stability of the Middle East and could lead to unexpected consequences for the regular supply of oil to the world, including to China, and to strengthening radical, isolationist elements on every continent.
      There are also signs that development of the nuclear program would create a „domino effect“ of moderate states that oppose Iran but actively appease it, starting a regional race for nuclear armament. While we are talking and the international community is holding meetings on the topic, Iran is taking advantage of the time to achieve know-how and technology. Iran’s technological clock is working faster than the political clock opposing it. The decisive moment is not the day of the explosion but rather whenever they acquire the requisite technology – and the time needed to acquire the technology is significantly shorter than the time needed to acquire the bomb.
      The Security Council should include in its sanctions actions against the Iranian banks and the Revolutionary Guards, prohibition of foreign investments in Iran and cessation of foreign trade insurance.
      China, as a permanent member of the Security Council, plays a critical role in decision-making and should act accordingly. Reluctance now to increase the pressure on Iran will make it impossible to solve the issue diplomatically. Increasing the sanctions will prevent further deterioration in the region.“
      Minister Livni, in her talks with the Chinese leaders, stressed the need to prevent proliferation of nuclear technology to Iran by all countries, including the Asian states.
      During the meeting with the Chinese foreign minister, Minister Livni signed a tourism agreement that gives Israel the status of a preferred tourist destination and will facilitate visits by Chinese tour groups to Israel.
      The Israeli minister briefed the Chinese officials about the status of the negotiations between Israel and the Palestinians and emphasized that „the desire to see unity between Fatah and Hamas will come at the expense of progress in the negotiations with Israel.“ Concerning the Annapolis conference, Minister Livni said, „The meeting is supposed to relate to the dialogue taking place before, and what is to come on the day after. The meeting itself is not intended to determine the issues connected to the conflict – those will be dealt with in bilateral negotiations between the parties.“
      Minister Livni conveyed to her Chinese counterpart a letter written by Miki Goldwasser (mother of one of the abducted Israeli soldiers) asking the help of the Chinese government in receiving a sign of life from the sons and in bringing them home to Israel.
      The Israeli and Chinese foreign ministers agreed to establish a channel for communication and personal updates between them and discussed a reciprocal visit by the Chinese foreign minister to Israel. Minister Livni also invited the Chinese prime minister to come to Israel on an official visit. The Chinese prime minister conveyed his wishes to Prime Minister Olmert for his speedy recovery.

    „Doch das iranische Volk soll wissen, dass wir die abscheulichen Ränke ihrer Intriganten in der iranischen Wirtschaft entlarven und die Wirtschaftssphä re unseres Landes in baldiger Zukunft vollständig von ihnen bereinigen werden“, ergänzte der iranische Präsident.

    TEHERAN, 30. Oktober (RIA Novosti). Iran lehnt Verhandlungen mit den USA über sein Atomprogramm ab.
    „Wir brauchen sie gar nicht, das iranische Volk braucht die USA nicht. Wenn jemand heute Vorbedingungen für die Verhandlungen stellen darf, so ist das das iranische Volk. Sie aber (Amerikaner) … haben kein Recht, uns irgendwelche Bedingungen zu diktieren“, zitiert ein RIA-Novosti- Korrespondent den iranischen Präsidenten Mahmud Ahmadinedschad am Dienstag.
    Zuvor hatte US-Außenministerin Condolizza Rice mehrmals angekündigt, Washington wolle sich an den Verhandlungstisch mit Teheran setzen, falls es die Urananreicherung aussetzt. Die USA befürchten, Iran wolle unter dem Deckmantel seines Atomprogramms Kernwaffen bauen.
    „Das iranische Volk will 100 Prozent von seinen Rechten haben, und unsere Feinde müssen wissen, dass die iranische Nation nicht im Geringsten auf ihre Rechte bei der Atomenergie verzichten wird“, sagte Ahmadinedschad.

  10. M&C – Dutch to protest Iran’s planned execution of Dutch rights activist
    Amsterdam – The Dutch Socialist Party (SP) was due to stage a demonstration Tuesday to put pressure on Iran not to carry out the planned execution of Dutch-Iranian human rights activist Abdullah al- Mansouri.
    The demonstration would take the form of a wake near the Iranian embassy in The Hague and was set to start at 18:00 pm (1700 GMT). Al-Mansouri was arrested in Syria 18 months ago and extradited to Iran.
    Al-Mansouri‘ s son, Adnan al-Mansouri, says his father has not had any contact with the Dutch embassy since.
    A Syrian human rights organization confirmed al-Mansouri was on Monday sentenced to death by the Iranian authorities. He
    Adnan al-Mansouri, has said he fears his father would be executed within 48 hours of the sentence. He also complained to reporters about what he called a lack of Dutch initiative and support for his father since his arrest.
    ‚If a Belgian national would be jailed in Iran, the Belgians would get him back within four weeks,‘ he said.

    On October 25 , the State and Treasury Departments announced a new package of sweeping unilateral sanctions targeting multiple entities in Iran, including three banks, the Islamic Revolutionary Guard Corps (IRGC) and its Qods Force, the Ministry of Defense and Armed Forces Logistics, several IRGC-affiliated companies, and eight individuals. Can such sanctions be effective in halting Iran’s nuclear program? If they are used as part of a comprehensive strategy to create diplomatic leverage, absolutely. Absent this leverage, however, policymakers will eventually be left with the unenviable task of deciding between using military force and tolerating a nuclear Iran.

    Steve Holland observed in a Reuters article on October 23, „Iran’s nuclear program and its role in Iraq are roiling the U.S. presidential campaign“. Such an observation while correct is all too reminiscent of the celebrated cartoon by David Low in the then Manchester Guardian with the caption „fog over the channel, Europe isolated“. Just as that caption effectively captured British self-centeredness, Holland’s observation is indicative of a similar myopia concerning the political campaign. While his assessment is undoubtedly true, it would be more accurate to state that the American presidential campaign is currently impeding attempts to pressure Iran to abandon its nuclear program. While fingers are frequently pointed at cynical or cowardly Chinese, Russian or European policies on Iran, the ultimate consideration of the Iranian leadership is whether the United States has the stomach to take on Iran. Their current reading as enunciated by Iranian Foreign Minister Manouchehr Mottaki in Afghanistan on Saturday, October 20 is that “ America, today, in the international system is facing a serious challenge … Americans are in a very, very difficult situation…Therefore, we do not see such a probability that the Americans would want to attack … another country in the region. They are not in such a position.“

  14. MEMRIBLOG Students Demonstrate In Tehran Against New University Head, Student Imprisonments 
    Students from several Tehran universities demonstrated today, October 30, to protest against the nomination of a clergyman to head Alameh Tabatabaei University and against the imprisonment of fellow students.
    A considerable number of students from other universities forced their way through security forces to join the gathering.
    The demonstration ended around 4 PM local time, and some 20 students were arrested while leaving the scene.
    Currently special forces are surrounding the area.

    Iran’s Ambassador to Lebanon Muhammad Radha Shibani has confirmed that Iran is attempting to mediate between Syria and Saudi Arabia in order to ease tensions between the two.
    He said that Syria can be part of the solution to the problem in Lebanon and to other problems in the region.
