Das Geschäft wird zu einer Zeit bekannt, in der etwa der britische Premier Gordon Brown schärfere Sanktionen gegen den iranischen Erdgas-Sektor erreichen will. Der französische Energieriese Total hat sich inzwischen aus allen iranischen Gasprojekten zurückgezogen, nachdem der Iran im Juli Langestreckenraketen getestet hat. Diese seien, so offizielle iranische Vertreter, auf Israel gerichtet….

      Oh, really? It now turns out that only a month earlier, Germany’s Export Control Office had given the green light for a €100 million ($157 million) gas deal with Iran. Business interests, it seems, trump any proclaimed concerns for Israel’s security.

Petrochemische Anlagen fielen nicht unter die Sanktionen der Vereinten Nationen, die wegen des iranischen Atomprogramms verhängt worden waren, sagte ein Sprecher des Wirtschaftsministeriums am Donnerstag in Berlin. Die Exportgenehmigung für den Anlagenbauer Steiner sei rechtlich einwandfrei und habe nicht verhindert werden können.
      Das israelische Außenministerium zeigte sich am Donnerstag enttäuscht über die erteilte Exportgenehmigung. Das Geschäft widerspreche dem Geist der vom UN-Sicherheitsrat verhängten Sanktionen gegen den Iran, hieß es. Mit ähnlicher Begründung hatte auch die jüdische Menschenrechtsorganisation Simon Wiesenthal Zentrum in dieser Woche die Bundesregierung aufgefordert, die Lieferung zu verhindern. Die Zeitung „Jerusalem Post“ zitierte in ihrer Online-Ausgabe Aussagen aus israelischen Regierungskreisen, nach denen Israel in dieser Frage angesichts der besonderen Beziehungen zwischen beiden Ländern mehr von Deutschland erwartet habe.

      Germany says a 100m euro deal on building LNG plants in Iran would not violate sanctions imposed on the country over its nuclear program.
      The German government has approved a deal valued at above 100 million euros for Steiner-Prematechnik-Gastec to build three liquefied natural gas plants in Iran.
      The decision was made by the German Federal Export Control Office after a year-long investigation to determine if the plan to convert natural gas into liquid in Iran would violate sanctions against the Islamic Republic.
      „Because the equipment would be built here and then sent to Iran, that work does not fall under any existing sanctions involving Iran,“ said Holger Beutel, a spokesman for the government office.

      Nach einer zwölfmonatigen Überprüfung und Genehmigung des Verkaufs von drei Gasverflüssigungsanlagen an den Irak soll das Geschäft nun zustande kommen. Jedoch kritisiert Israel den angeblich 100 Millionen Dollar Deal und sucht nun das Gespräch mit der deutschen Regierung.
      Die Kritik am umstrittenen Export von drei deutschen Gasverflüssigungsanlagen an den Iran wird schärfer. Der Sprecher des Bundeswirtschaftsministeriums, Steffen Moritz, sagte am Donnerstag in Berlin, die Anlagen seien nicht genehmigungspflichtig und damit frei für den Export. Israel regierte mit scharfen Worten und warf Deutschland Verstoß gegen den Geist der UN-Sanktionen vor, die gegen Teheran wegen dessen Atompolitik verhängt wurden.

      A German company has closed a 100 million euro deal with Iran to supply three gas plants with high-tech equipment after Germany ruled that the agreement does not violate sanctions against the Islamic Republic.
      Steiner Gastec Prematechnik, the German firm, is to supply the factories with equipment to turn gas into sulphur-free liquid fuel. This would enable the factories to transport the gas more efficiently to customers across the world.
      Germany’s Federal Agency for Economics had scrutinized the deal for a year before giving its final approval on Tuesday.

      The Foreign Ministry will express its concerns, and seek clarification, from the highest levels of the German government about a decision by Germany’s Export Control Office (BAFA) to approve a €100 million deal for building plants to liquefy natural gas in Iran, the ministry said Thursday in a statement.
      „The ministry has expressed its disappointment at reports that the German government gave its approval to a German company to sign on the deal with the Iranian gas company,“ the statement said.
      „The German government’s decision is against the spirit of sanctions that the UN Security Council has placed on Iran,“ the statement continued. „It is worrying that precisely Germany, a member of the group of leading European countries (EU3) – which includes France, Great Britain and Germany – is presenting a position that harms international attempts for significantly strengthening sanctions against Iran’s nuclear program.“

      Israel said on Thursday it was disappointed by Germany’s decision to allow a German firm to export gas plants to Iran. „The German government’s decision contravenes the spirit of sanctions handed down by members of the Security Council on Iran,“ the Israel Foreign Ministry said in a statement.       Los Angeles  — Das Simon-Wiesenthal-Zentrum hat den geplanten Bau von drei neuen Werken zur Verflüssigung von Gas durch eine deutsche Firma im Iran scharf kritisiert. Bundeskanzlerin Angela Merkel (CDU) müsse den Vertrag zwischen der Steiner-Prematechnik-Gastec aus Siegen und der iranischen Regierung stoppen, erklärte das Wiesenthal-Zentrum in Los Angeles. Das Bundesamt für Wirtschaft und Ausfuhrkontrolle (BAFA) solle den Vertrag genehmigt haben. Von der Siegener Firma war keine Stellungnahme zu erhalten.
      Es sei „eine Schandtat, Bürokraten zu erlauben einen Vertrag auszuhecken, der die erklärte Politik der Bundesregierung unterläuft“, erklärte Rabbi Abraham Cooper vom Wiesenthal-Zentrum. Das Geschäft sei schnell vereinbart worden, um eine Lücke zu schließen, die sich nach dem Rückzug einer französischen Firma aufgetan habe. Es helfe dem Iran in einer wichtigen Branche und verhöhne die Bemühungen der internationalen Gemeinschaft, das iranische „Regime“ zu isolieren. Merkel habe in ihrer Rede vor dem israelischen Parlament erklärt, dass Deutschland ein loyaler Partner und Freund Israels sei.

    German firm’s $156 million Iran gas deal approved  
    German firm has closed a major deal with Iran to build three new liquid gas plants. The deal, recently approved by the German government, is reportedly worth US$ 156 million. According to the contract, the Siegen-based company SPG-Steiner-Prematecnic-Gastec will apply its high-tech method of liquefying gas into a sulfur-free fuel, enabling the production of 10,000 barrels per day at each of three plants in southern Iran.
    Germany’s Federal Agency for Economics and Export Control examined the deal for a year before giving its go-ahead. It said the approval was based on its determination that none of the construction elements could be put to military use and that the contract would not violate UN or EU sanctions. „Because the equipment would be built here and then sent to Iran, that work does not fall under any existing sanctions involving Iran,“ said Holger Beutel, a spokesman for the agency.
    Critics said the deal violated the spirit of the sanctions, if not the letter of the law. Johannes Gerster, the head of the German-Israeli friendship society and a former Christian Democratic member of parliament, told the Jerusalem Post the deal should be rescinded as it was incompatible with German Chancellor Angela Merkel’s talk of tougher sanctions during her address to the Knesset in March of this year. Germany has reduced trade with Iran over the past year as part of international pressure on Tehran to stop enriching uranium.
    Meanwhile, India and Iran have pledged to strengthen their cooperation in the energy sector. India’s foreign minister Pranab Mukherjee met with Iranian president Mahmud Ahmadinejad and foreign minister Manouchehr Mottaki, and the two sides said they were committed to taking forward their cooperation in energy sector, sources said. Mukherjee said countries had the right to develop peaceful use of nuclear technology in line with their obligations. „In this context, the advantages of nuclear power as a clean and affordable source of energy are well ,known,“ he said.
    US secretary of state Condoleezza Rice has urged Iran to prove its interest in better relations by accepting an offer of incentives for Tehran to stop uranium enrichment. Rice was responding to remarks by Ahmadinejad that Iran wanted to seek „common ground“ with Washington on the nuclear issue.

    Mass executions in Iran: an ‘affront to human dignity,‘ says the EU 

    RUSSELS (EJP)— The European Union has condemned „in the strongest terms“ the simultaneous executions which took place in Iran on Sunday, said a statement released by the French presidency of the European Union.
    29 people convicted of murder, drug trafficking and other crimes have been hanged, bringing to about 150 the number of people executed in Iran so far this year. The EU „considers that the Iranian regime’s action of staging these executions and making them the focus of media attention is an affront to human dignity.“ „Capital punishment cannot form the basis of a fair and effective prosecution policy: the dissuasive effect of this penalty has never been proved and any judicial error is irreversible,“ the statement said. The EU is „deeply concerned by the increasing recourse to the death penalty in Iran in recent months,“ the statement said. „It urges the Iranian authorities to put an end to death sentences and executions.“

Aber bei meinen Verhandlungen (in Israel) gewann ich den Eindruck, dass die Israelis zu einem Schlag gegen den Iran bereit sind, sollten die Sanktionen scheitern“, zitierte ein Kongressabgeordneter Obama am Mittwoch nach einem Treffen mit ihm in Washington. An dem Treffen mit Obama nahmen auch andere Kongressabgeordnete von der Demokratischen Partei teil. Mehrere von ihnen bestätigten Obamas Äußerungen, berichtete der Fernsehsender ABC.

    WASHINGTON, 31. Juli (RIA Novosti). Der Beschluss der US-Administration, eine Radaranlage des US-Raketenabwehrsystems in Israel zu stationieren, entspricht den US-Verpflichtungen für den Schutz des israelischen Volkes vor iranischen Raketen.
    Das erklärte der Kongressabgeordnete Mark Kirk, Vizechef der republikanischen Fraktion im Repräsentantenhaus, am Mittwoch.
    Am Vortag hatte ein Vertreter des US-Verteidigungsministeriums in einem CNN-Interview bestätigt, dass die USA eine leistungsstarke Frühwarn-Radaranlage für das Raketenabwehrsystem (ABM) nach Israel liefern werden. Die Anlage soll von den Streitkräften beider Staaten bedient werden.

    Türkei will im Streit um Irans Atomprogramm vermitteln. Ahmadinedschad-Besuch in Ankara angekündigt

    Der iranische Präsident Mahmud Ahmadinedschad wird überraschend zu einem Besuch in die Türkei reisen. Dies bestätigte der türkische Außenminister Ali Babacan am Mittwoch in Teheran am Rande der Konferenz der Blockfreien Staaten. Zwar stehe der 14. August, den türkische Medien zuvor als Datum für den Besuch verbreitet hatten, noch nicht endgültig fest. Die Reise werde aber »in allernächster Zukunft stattfinden«, versicherte Babacan.
    Teheran bemüht sich bereits seit mehr als einem Jahr um einen Termin, ist bislang jedoch mit Blick auf US-amerikanische Bedenken von Ankara immer abschlägig beschieden worden. Daß der Besuch nun so kurzfristig zustande kommt, führen Beobachter vor allem auf die sich abzeichnende Vermittlerrolle der Türkei im Streit um das iranische Atomprogramm zurück, die offenkundig auch von den USA unterstützt wird. Nach dem ergebnislosen Ausgang der internationalen Gespräche in Genf am 19. Juli ist der türkische Außenminister bereits mehrfach mit dem iranischen Chefunterhändler Said Jalili sowie einigen Außenministern der sogenannten Iran-Sechsergruppe (USA, China, Rußland, Großbritannien, Frankreich und Deutschland) zusammengetroffen, um »Möglichkeiten für eine Einigung« zu sondieren.

    Iran has carried out missile tests for what could be a plan for a nuclear strike on the United States, the head of a national security panel has warned.
    In testimony before the House Armed Services Committee and in remarks to a private conference on missile defense over the weekend hosted by the Claremont Institute, Dr. William Graham warned that the U.S. intelligence community „doesn’t have a story“ to explain the recent Iranian tests.
    One group of tests that troubled Graham, the former White House science adviser under President Ronald Reagan, were successful efforts to launch a Scud missile from a platform in the Caspian Sea.
    „They’ve got [test] ranges in Iran which are more than long enough to handle Scud launches and even Shahab-3 launches,“ Dr. Graham said. „Why would they be launching from the surface of the Caspian Sea? They obviously have not explained that to us.“
    Another troubling group of tests involved Shahab-3 launches where the Iranians „detonated the warhead near apogee, not over the target area where the thing would eventually land, but at altitude,“ Graham said. „Why would they do that?“

    ‚We don’t want to get to Israeli strike‘
    The UK does not want to get to the point of an Israeli strike on Iran and is focused on a diplomatic solution to the nuclear crisis, Reuters quoted British Foreign Secretary David Miliband as saying Thursday.
    Asked during an interview to BBC radio whether the UK would support an Israeli attack on Iran’s nuclear facilities, Miliband said: „We don’t want to get there…we are 100 percent focused on the diplomatic track.“

    He said that backing down one step in the face of the arrogance (i.e. the U.S.) would encourage it to come one step forward, and said that the notion that retreat and giving up right stances and words would make the U.S. change its policy was totally wrong and baseless.
    He continued, „The modern-day abujahls (ignoramuses)… know that Iranian nation pursues nuclear energy for electricity. However, they (the West) claim that since such work gives you (Iranians) power, we (Westerners) will not allow (you to pursue it).
    He added, „The Iranian nation will of course defy such claims and continue their path, relying on their helpful experience and on the reliable benefits of its 30-year resistance.“
    He concluded, „A bright horizon is ahead of dear Iran; we do know what we do and where we will get. We think that reaching that point needs movement and perseverance and not standing idle or moving backward.“

  13. MEMRI IRANIAN MEDIA BLOG Ahmadinejad: Continue Resistance In Middle East, Expand Relations With U.S.
    Iranian President Mahmoud Ahmadinejad told the Saudi daily Al-Madina, at the opening of the conference of foreign ministers of nonaligned states that „the Middle East crisis must be resolved via resistance.“
    He said that the world was entering a stage in which the nonaligned states could serve as a proxy for the U.N. Security Council.
    Ahmadinejad also told NBC TV that Iran welcomed any move that would expand relations between it and the U.S.

  14. MEMRI IRANIAN MEDIA BLOG Iranian Embassy In Kuwait: No Nuclear Facilities At Al-Zarqan
    The Iranian Embassy in Kuwait today denied yesterday’s report in the Kuwaiti daily Al-Siyassa that Iran was secretly constructing a nuclear reactor in the Al-Zarqan region of Iran (see MEMRI Special Dispatch No. 2006, „Kuwaiti Daily Reveals: Iran Building Secret Nuclear Reactor“ ).
    In its announcement, the embassy said that the news item was fabricated, that the sources of the information were hostile to Iran, and that the Al-Zarqan facility was a power station that had been there for 40 years.
