ULRICH W. SAHM – Wie Israel die Hamas austrickste
Jerusalem, 27. Dezember 2008 – Die Hamas wurde von dem israelischen Luftangriff am Samstag morgen um 11:30 Uhr an etwa 50 verschiedenen Orten gleichzeitig völlig überrascht. Am Morgen hieß es, dass sich die radikal-islamische Organisation einen Angriff der Juden an ihrem heiligen Ruhetag, dem Sabbat, nicht vorstellen konnte. Doch diese verfehlte Vorstellung allein hätte nicht ausgereicht, um die Hamas in unverantwortlicher Sicherheit wiegen zu lassen. Wie Verteidigungsminister Ehud Barak erzählte, habe Israel eine ganze Reihe von Maßnahmen ergriffen, um die Hamas zu unvorsichtiger Leichtfertigkeit zu verführen. Das Kabinett hat angeblich schon am vergangenen Sonntag einer Militäroffensive gegen die Hamas zugestimmt. Am Mittwoch habe das Sicherheitskabinett dann den Termin für den Angriff festgelegt. Am Donnerstag reiste Außenministerin Zipi Livni nach Kairo und redete mit Präsident Hosni Mubarak. Israelische Korrespondenten erklärten, dass ein unmittelbarer Angriff im Gazastreifen „undenkbar“ sei. Israel könne es sich nicht leisten, Präsident Mubarak bloßzustellen und den Eindruck zu erwecken, als hätte Ägypten dem israelischen Einmarsch zugestimmt. Was Livni und Mubarak tatsächlich besprochen haben und ob Mubarak doch in die israelischen Pläne eingeweiht wurde, ist unbekannt. Auffällig war jedoch das schweigende Wegschauen des ägyptischen Außenministers Abdul Reid, als Livni bei der gemeinsamen Pressekonferenz erneut der Hamas mit einem Militäreinsatz drohte. Am Donnerstag gab Ministerpräsident Ehud Olmert dem arabischen Fernsehsender Al Arabija ein Exklusivinterview. Darin flehte er die palästinensische Bevölkerung an, doch der Hamas zu sagen, sie möge mit dem Raketenbeschuss auf Israel stoppen. Zwar drohte Olmert auch mit der Militärkraft Israels und der Möglichkeit von tausenden unschuldigen Opfern. Doch klang dieser Aufruf nicht so, als wollte Israel schon zwei Tage später losschlagen. Zugleich hieß es, dass das israelische Sicherheitskabinett am Sonntag zusammentreten werde, um über Lage in Gaza zu „beraten“ und dann auch „Beschlüsse zu fassen“. Allein wegen dieser Erklärung glaubte die Hamas offenbar, dass vor Sonntag nichts passieren könne. Und die dpa machte daraus sogar eine „Bedenkzeit“ und später dann sogar ein „Ultimatum“ Israels an die Hamas. In Israel selbst war freilich nicht bekannt über ein solches Ultimatum und wurde auch von keinem Offiziellen ausgesprochen. Am Freitag gab Verteidigungsminister Ehud Barak „dem Druck der internationalen Gemeinschaft“ nach und stimmte einer friedlichen „Geste“ zu, obgleich die Hamas weiter Raketen auf Israel verschoss. Barak öffnete die Grenzübergänge und ließ Hilfskonvois nach Gaza rollen. Zudem wurden Kochgas und riesige Mengen Schweröl für den Betrieb des Kraftwerks nach Gaza gepumpt. Am Samstag früh meldete sich Staatspräsident Schimon Peres zu Wort. Wie üblich redete er von seinem erträumten „neuen Nahen Osten“ und dass der Frieden in Nahost „greifbar nahe sei“. Schon in drei Jahren werde die Region „ganz anders aussehen“. Der israelische Rundfunk berichtete über diese Friedenszuversicht des Staatspräsidenten genau eine Stunde vor dem Überraschungsangriff.
Seit Anfang der Woche kamen die Hamas-Führer wieder aus ihren Verstecken heraus. Sie ließen sich wieder per Handy interviewen, was in Krisenzeiten lebensgefährlich wäre. Der israelische Geheimdienst hat offenbar die Möglichkeit, die prominenten Handybesitzer exakt zu orten und dann schlimmstenfalls gezielt zu töten. Der Höhepunkt der Fahrlässigkeit der militärischen Führung der Hamas war die Entscheidung, am Samstag morgen einen Offizierskurs mit einer Zeremonie und Parade in einem der Trainingszentren feierlich abzuschließen. Selbstverständlich waren bei der Zeremonie auch einige der Befehlshaber der Hamas-Kämpfer anwesend.
Am Samstag um 11:30 Uhr waren dann die meisten von ihnen tot, darunter auch die Befehlshaber, von denen drei inzwischen namentlich bekannt sind.

Seit Tagen setzen die Hamas und andere vom Iran unterstützte Palästinenser-Organisationen ihre tödlichen Angriffe aus dem Gazastreifen auf die Zivilbevölkerung in Israel fort. Am Samstag (27. Dez.) begann Israel, sich mit Luftangriffen gegen die Terroristen und ihre Stützpunkte zu verteidigen. [1] Die israelische Operation „Gegossenes Blei“ [2] erfolgt acht Tage nachdem die Hamas den Waffenstillstand mit Israel für beendet erklärt hatte (19. Dez). Seither haben palästinensische Terroristen über 170 Raketen und Granaten auf die Zivilbevölkerung in Israel abgeschossen. Dabei wurde ein 30-jähriger Einwohner in der Stadt Netivot getötet. Vier Personen wurden verletzt. [3] Die Hamas und andere vom Iran unterstützte Terrorgruppen übernahmen die Verantwortung. [4]
Erstmals schlug eine Katjuscha-Rakete auch in der Stadt Kiryat Gat ein. Damit bewies die Hamas, dass sie mittlerweile über Raketen mit einer Reichweite bis zu 20 km verfügt. [5]
In einem Interview mit dem arabischen Fernsehsender al-Arabija, der im Gazastreifen weithin gesehen wird, sagte Israels Ministerpräsident Ehud Olmert am 25. Dezember an die Einwohner von Gaza gerichtet: „Sie, die Einwohner von Gaza, können die Hamas aufhalten. Ich weiß, wie gerne sie morgens aufstehen möchten, in Ruhe ihre Kinder in den Kindergarten bringen, genauso wie wir dies tun, so wie es die Leute in Sderot und Netivot tun möchten… Wir möchten in guter Nachbarschaft mit Gaza leben. Wir möchten Ihnen kein Leid zufügen. Eine humanitäre Krise werden wir nicht zulassen, es soll Ihnen nicht an Lebensmitteln und Medikamenten fehlen. Wir möchten keinen Krieg mit dem palästinensischen Volk, aber wir können nicht zulassen, dass die Hamas unsere Kinder angreift.“ [6]
Trotz der andauernden Angriffe aus dem Gazastreifen hat Israel am 26. Dezember über 90 LKW-Ladungen Lebensmittel in den Gazastreifen rollen lassen. [7] Eine vollständige Liste mit allen humanitären Hilfslieferungen der letzten sechs Monate finden sie hier.
Während des vergangenen Jahres schossen Terroristen im Gazastreifen mehr als 3.000 Raketen und Granaten auf die israelische Zivilbevölkerung in der Region des südlichen Negev ab, wobei vier Menschen ums Leben kamen und mehr als 270 verletzt wurden. [8]
Israel hat sich 2005 aus dem gesamten Gazastreifen zurückgezogen und dabei Wohnhäuser, landwirtschaftliche Betriebe, Unternehmen und Synagogen aufgegeben. Seitdem haben palästinensische Terroristen mehr als 6.300 Raketen und Granaten von diesem Gebiet auf Israel abgeschossen. Bei diesen Angriffen kamen insgesamt zehn Zivilpersonen ums Leben; mehr als 780 wurden verletzt und Tausende leben mit schweren Traumata. [9] Der einzige Israeli, der heute noch im Gazastreifen ist, ist Unteroffizier Gilad Shalit, der am 25. Juni 2006 von der Hamas bei einem blutigen Überfall auf israelischem Boden über die Grenze in den Gazastreifen entführt wurde. Bei dem Angriff haben die Terroristen zwei israelische Soldaten getötet und vier weitere verletzt. [10]

Während eines Besuchs in der Stadt Sderot im Süden Israels vor fünf Monaten verteidigte der damalige amerikanische Präsidentschaftskandidat und inzwischen zum Präsidenten der USA gewählte Barack Obama das Recht Israels, sich vor solchen Überfällen zu schützen: „Wenn jemand Raketen auf mein Haus schießen würde, in dem meine beiden Töchter nachts schlafen, würde ich alles unternehmen, um dies zu unterbinden, und ich würde erwarten, dass Israel dasselbe täte.“ [11]

Als er im Verlauf seines Besuches über die nukleare Bedrohung durch den Iran sprach, sagte Obama zudem: „Ein mit Kernwaffen ausgerüsteter Iran würde eine ernste Bedrohung darstellen, und die Welt muss verhindern, dass der Iran in den Besitz einer Atomwaffe gelangt.“ [12]

Neben den Raketenangriffen auf die israelische Zivilbevölkerung attackierten die Terroristen auch die Grenzübergänge zwischen dem Gazastreifen und Israel. Allein 2008 fanden mehr als 17 solcher Überfälle oder versuchter Überfälle auf die Grenzübergänge statt.
Bei einem der schwersten Angriffe wurden zwei Zivilisten erschossen, die an der Treibstoff-Leitung von Nahal Oz arbeiteten. Über diese Leitung wird Benzin aus Israel in den Gazastreifen geliefert. Bei einem weiteren Angriff wurden zeitgleich zwei Lastkraftwagen am Grenzübergang von Kerem Shalom bombardiert. Die Transporter sollten Waren in den Gazastreifen liefern. Bei diesem Angriff wurden dreizehn Soldaten, die den Warenübergang bewachten, verletzt. Anschließend musste der Übergang für zwei Monate wegen Reparaturen geschlossen werden. Zu erwähnen ist auch der Versuch, einen Wagen am Fußgänger-Grenzübergang von Erez in die Luft zu sprengen. Das Auto sollte palästinensische Patienten zur medizinischen Behandlung nach Israel bringen. [13] 2008 reisten mehr als 13.000 palästinensische Patienten und Angehörige nach Israel ein, um sich dort in israelischen Krankenhäusern ärztlich versorgen zu lassen. [14]
Abgesehen von diesen Angriffen schmuggeln Terroristen große Mengen Waffen und Munition in den Gazastreifen. Israels Minister für Öffentliche Sicherheit, Avi Dichter, erklärte, dass allein 2008 mehr als vier Tonnen Sprengstoff durch Tunnel in den Gazastreifen geschmuggelt wurden. Die Tunnel wurden von Terroristen unter der Grenze zwischen Ägypten und dem Gazastreifen hindurch gegraben. Zwischen 400 und 600 solcher Tunnel, die dem Schmuggel dienen, verlaufen entlang des sogenannten „Philadelphi-Korridors“, jenem Stück Land, das an der Grenze zwischen Ägypten und dem Gazastreifen liegt. [15]

Der Iran, einer der wichtigsten Förderer des palästinensischen Terrorismus, finanziert die Hamas jährlich mit etwa $ 20 – $ 30 Millionen und bildet zudem Agenten der Hamas im Iran und in Syrien aus. [16] Rund 950 zur Hamas gehörende Terroristen wurden von den Iranischen Revolutionsgarden – einer Sondereinheit der Streitkräfte des Iran – in der Herstellung von Raketen und Bomben, der taktischen Kriegsführung, der Bedienung von Waffen und den Methoden von Heckenschützen unterwiesen. [17]

Am 28. November 2008 schossen Terroristen im Gazastreifen einen im Iran hergestellten Mörser (120 mm) ab. Das Geschoss schlug in einer Militärbasis der Israelischen Verteidigungskräfte (IDF) im benachbarten Israel ein. Dabei wurden acht Soldaten verwundet. Einem von ihnen musste ein Bein amputiert werden. Der Einsatz von im Iran hergestellter Munition durch palästinensische Terroristen ist ein Phänomen, das in diesem Konflikt zunimmt. [18]

Die Aussicht auf einen zukünftigen Frieden erlitt während der vergangenen zwei Jahre durch die innerpalästinensischen Kämpfe einen weiteren Rückschlag. Seit dem Wahlsieg der Hamas im Januar 2006 wurden bei internen palästinensischen Streitigkeiten bis Mai 2007 insgesamt 616 Palästinenser getötet. [19] Im Juni 2007, als die Hamas in einem blutigen Staatsstreich gegen die Fatah die Kontrolle über den Gazastreifen an sich riss, wurden 161 Palästinenser getötet und mindestens 700 verletzt. [20]
Der Iran, der weltweit größte staatliche Förderer des Terrorismus, unterstützte die Hamas, – nachdem sie die Fatah bei den Wahlen 2006 geschlagen hatte, – zusätzliche zu den jährlichen 20 Millionen [21] einmalig mit weiteren $ 50 Millionen. [22] Zudem bot der Iran Mitgliedern der Hamas in den Monaten und Wochen vor der Übernahme des Gazastreifens ein intensives militärisches Training. [23]
Im September sagte der iranische Präsident Mahmoud Ahmadinejad: „Der Iran neigt dazu, die Palästinenser in ihrer religiösen und nationalen Pflicht zu unterstützen und wird der palästinensischen Nation bis zu dem siegreichen Festschmaus zur Seite stehen, den der Zusammenbruch des zionistischen Regimes (Israels) darstellen wird.“ [24] Die obersten Führer des Iran lassen von ihren Drohungen gegen den Westen nicht ab.
Zusätzlich zu diesen Aktionen ist die Hamas auch umfassend im Bereich der Medien aktiv. Sie betreibt den Fernsehsender „Al-Aqsa“, der terroristische Aktivitäten verherrlicht und den Hass auf Israelis und Juden schürt. In einem Kinderprogramm mit dem Namen „Die Pioniere von Morgen“, in dem zahlreiche lebensgroße Tierpuppen in Kostümen mitspielen, stellte eine der Figuren, ein Hase namens Assoud, fest: „Ich, Assoud, werde die Juden niedermachen und sie auffressen, so Gott will.“ Dieses Programm ist nur ein Beispiel für die Aufhetzung zum Hass, die der Fernsehkanal fördert. [25]

  As Hamas and other Iran-backed Palestinian groups in Gaza continue to kill and wound Israeli civilians by launching almost daily attacks, Israel took action Saturday (Dec. 27) to defend its citizens with targeted airstrikes against terrorist leaders and their strongholds. [1]
  Israel’s „Operation Cast Lead“ [2] comes eight days after Israel’s ceasefire with Iran-backed Hamas formally ended Friday (Dec. 19). During that time, Palestinian terrorists in Gaza have fired more than 170 missiles, rockets and mortars at Israeli civilians, killing a 30-year-old resident of the southern Negev city of Netivot and wounding four. [3]
  Hamas and other Iran-backed terrorist groups claimed responsibility for the attacks. [4] A Katyusha missile hit the Negev town of Kiryat Gat for the first time, demonstrating that Hamas terrorists are capable of firing rockets more than 12 miles (20 km). [5]
  Responding to the terrorism, Israeli Prime Minister Ehud Olmert said in a televised interview to Gaza’s citizens Dec. 25 on the Arabic TV network al-Arabiya „You the citizens of Gaza, you can stop it. I know how much you want to get up in the morning to quiet, to take your children to kindergarten or school, the way we do, the way they want to in Sderot and Netivot…
  „We want to live as good neighbors with Gaza,“ Olmert said.“ We do not want to harm you. We will not allow a humanitarian crisis and that you should suffer from a lack of food or medicines. We do not want to fight the Palestinian people but we will not allow Hamas to strike our children.“ [6]…

Die Hamas hat ihr Ziel erreicht. Wieder schaut die Welt auf den Gazastreifen, sieht Tote und Trauer, Tränen und Trümmer. Wieder wird das Elend von 1,5 Millionen Menschen offenkundig, von denen fast 50 Prozent arbeitslos sind und 80 Prozent unter der Armutsgrenze leben. Wieder beherrscht der verslumte Küstenstreifen die Schlagzeilen der internationalen Medien, ist von „Kollektivstrafe“ die Rede, von „Unverhältnismäßigkeit“, von „sinnlosem Aktionismus“, der die Radikalen stärkt, weil er die Gedemütigten in deren Hände treibt. Wieder werden „politische Lösungen“ angemahnt, weil keine Rakete die Wurzeln des Terrors auslöscht.

The caption reads:

Are the three children on the other stretcher wounded? Or dressing? Actually, if you read the text carefully, it doesn’t say the children are wounded, but that they are photographed with a wounded man. My suspicion is that were there real blood on these children’s bodies the photographer would have included it in his photo
Apparently, Gaza journalists are having trouble finding civilians among the casualties. Reports estimate 90% of killed are „militants.“
In the meantime, I think the WaPo has removed the picture because I no longer find it at the Washington Post. Maybe they smelled the poop.

Was normalerweise im Ausland als kleines Randgeschehen in den Nachrichten vermerkt wird, prägt den israelischen Alltag in der Nähe des Gazastreifens seit langem. In dem kleinen Wüstenstädchen Sderot, und mittlerweile auch in Ashkelon leben die Menschen im Rhythmus der „Roten Farbe“: So nennt man jenen Raketenalarm, der einem höchstens fünfzehn Sekunden Zeit lässt, um sich vor dem Kassams in Sicherheit zu bringen.
Dass sich die Zahl der Toten und physisch Verletzten in Israel in Grenzen hält, lässt sich aufs pure Glück zurückführen und auf diese von Angstläufen geprägte Alltagsroutine, die mittlerweile Zigtausende von Kindern traumatisiert hat….

The quiet holiday hours we have all enjoyed the past days have not been possible for months, even years, for tens of thousands of Israeli civilians. While military response is a last resort, sadly, the Israeli government determined that no other option remained after the Hamas government spurned all efforts to stop its long-term barrage of rocket attacks on Israeli civilians.
Let us hope that that Hamas will agree to halt its aggression against Israel, obviating the necessity for an Israeli offensive, as soon as possible.

- AJC – AJC Strongly Supports Israeli Strikes on Hamas Military Targets
  December 27, 2008 – New York – AJC expressed strong support for Israel today in its military operation aimed at terrorist targets in Gaza.
  „The handwriting was on the wall for some time,“ said David A. Harris, AJC’s Executive Director. „Israel had repeatedly warned the Hamas-led regime in Gaza to end the launching of rocket and mortar attacks against Israel or face consequences. Rather than heed the warnings, however, Hamas leaders continued the attacks and taunted Israel to retaliate. Now Israel has – by targeting military and security bases in Gaza.“
  Harris added: „Hamas has only itself to blame for the current events. Its leaders, choosing to pursue terror against Israel rather than the welfare of the Palestinian people, have brought it on. They believed they could repeatedly attack Israeli towns and villages with impunity, while counting on Israeli restraint.
  „No nation, neither Israel nor any other sovereign state, could withhold a response indefinitely to an unrelenting siege of its civilian population. What would other countries do if faced with Israel’s circumstance? Without doubt, respond with military force if all other available avenues to restrain the aggressors proved to no avail.“
  Harris noted that Israel has always gone to great lengths in an attempt to avoid civilian casualties, but that, tragically, Hamas uses civilians „as human shields,“ making Israel’s efforts still more challenging.
  „It’s important to put today’s events in context,“ said Harris.
  „Israel left Gaza in 2005. It withdrew to an international border. It gave the residents of Gaza the first chance in their history to determine their own destiny. But rather than focus on construction of a new society, they chose to elect Hamas leaders dedicated to destruction of Israel. Hamas rule was consolidated in 2007 when the group violently ousted the Palestinian Authority from Gaza. We can only hope that one day soon Gazans will wake up and realize that, as long as a terrorist group remains in power, they have chosen a dead-end strategy.“

Noch herrscht rund um den Gazastreifen Ruhe. Doch unter der Oberfläche bereiten sich Israelis und Hamas-Kämpfer auf ihren Einsatz vor. Die Palästinenser sagen deutlich, dass sie Krieg gegen Israel führen werden.
Dicke, schwarze Rauchschwaden steigen auf, Bewaffnete krabbeln unter Stacheldraht hindurch, während in Gazas Vorort Schadschaiyah scharfe Munition den staubigen Sandboden aufwirbelt. Es ist kein Krieg, schließlich herrscht Waffenruhe mit Israel. Nein, im Gazastreifen der islamistischen Hamas, wo es weder Kinos noch Vergnügungsparks gibt, schaut der beliebteste Zeitvertreib der Bevölkerung anders aus. Schon Stunden vorher kommen die Großfamilien zu den Sandplätzen zwischen den heruntergekommenen Häusern, um einen Platz auf einem der schmutzig-weißen Plastikstühle zu ergattern. Bald kann man für umgerechnet zehn Eurocent eine Limonade schlürfen oder für 20 Cent ein paar Nüsse knabbern, während man sich am Spektakel ergötzt. Mehrmals pro Woche richtet eine der zwölf bewaffneten palästinensischen Organisationen in Gaza eine „Abschlusszeremonie“ aus: Vermummte Kadetten stellen ihre kriegerischen Fähigkeiten zur Schau. Abu Khaled, Kommandant des bewaffneten Arms des islamischen Dschihad und Vater von vier Kindern, widmet sich der Ausbildung der rund 400 Kämpfer der Al-Quds- Brigaden. „Schon als Kind war es mein Traum, Soldat zu werden“, sagt der gesuchte Terrorist im Gespräch mit unserer Zeitung. Abu Khaled hat den Gazastreifen nie verlassen. Ob er Israelis persönlich kennt? „Natürlich, sogar gut“, erwidert er und erläutert: „Als Kind ging ich nach der Schule auf die Straße und warf Steine und Brandsätze auf sie. Sie haben auf mich geschossen und mich verhaftet.“ Abu Khaled ist nur einer von tausenden Palästinensern, die sich für die nächste Schlacht rüsten. Stolz paradieren Jugendliche und sogar Kinder mit Waffen vor den manchmal stolzen, manchmal besorgten Blicken ihrer Eltern durch die Straßen. Doch die meisten Vorbereitungen finden im Geheimen statt. Abu Jussef ist der Sprecher der Saladinbrigaden, des bewaffneten Arms der Volkswiderstandskomitees. Er gewährt Einblick in seine streng geheime Raketenfabrik. Eine Irrfahrt mit verbundenen Augen auf dem Rücksitz eines Geländewagens führt in ein kleines Haus in irgendeinem armen Vorort Gazas. Fünf vermummte Kämpfer rühren hier gerade ein weißes Pulver über einer Gasflamme. Später wird hieraus der Treibstoff der selbstgemachten Raketen werden, den sie in die herumstehenden Metallrohre schütten. Überall liegen Landminen und Raketen in verschiedenen Stadien der Herstellung. „Das ist die Nasser IV“, sagt Abu Jussef stolz….
