ULRICH W. SAHM – Klischees und Wirklichkeit
Jerusalem, 29. Dezember 2008 – „Der Konflikt kann nicht mit militärischen Mitteln gelöst werden.“ Tatsache ist, dass die Hamas ihr Machtstreben mit militärischen Mitteln gelöst hat. Sie putschte gegen die Autonomieregierung und vertrieb mit brutaler Gewalt die fatahtreuen Vertreter der Zentralregierung in Ramallah. Mit militärischen Mitteln terrorisierte sie die israelische Bevölkerung im grenznahen Gebiet. Mit Raketenangriffen unterstrich Hamas das Ende der Waffenruhe. Die Entführung des israelischen Soldaten Gilad Schalit und weitere Gewalt, wie der Beschuss der Grenzübergänge, verhinderte die Lieferung von Hilfsgütern und festigte die Herrschaft der Hamas im Gazastreifen. Ob es im Gegenzug Israel gelingt, ebenfalls mit Gewalt diese Machtbasis der Hamas zu schwächen oder gar zu zerstören, muss sich erst noch erweisen.
In den vergangenen Tagen wurden nach Angaben der Hamas, fast alle ihre militärische Einrichtungen zerbombt. Viele in Gaza hergestellte oder durch Schmugglertunnel von Iran importierte Grad-Raketen wurden zerstört. Die Hamas verlor Befehlshaber und 80 frisch ausgebildete Offiziere. Die Befehlsstruktur wurde zerstört und der Fernsehsender ausgeschaltet. Hamas-Führer mussten sich in den Untergrund begeben, um nicht Opfer gezielter Tötungen der israelischen Luftwaffe zu werden. Ohne Verwaltungsapparat, Sicherheitskräfte, Finanzen und Hierarchie kann die regierungsähnliche Hamas nicht bestehen. Sie ist verwundbar.
Ideologie allein reicht nicht aus, um als Herrscher im Gazastreifen und als aktive Feindeskraft gegen Israel bestehen zu können. Die ideologisch hochmotivierte Hamas konnte sich bisher nur durch Verhaftungen, Morde, Vertreibung und andere Gewalt gegen ihre inner-palästinensischen Gegner behaupten. Wenn also vermeintlich Gewalt keine Probleme lösen könne, fragt sich, wieso die Hamas sehr wohl ihre Probleme mit Gewalt löst und wieso Israel ganz grundsätzlich die Fähigkeit abgesprochen wird, ebenso mit Gewalt zu kontern.
„Nur durch Gespräche mit der Hamas kann Israel das Problem lösen.“ Die Autonomiebehörde in Ramallah ist eine Selbstverwaltung von Israel Gnaden. Offizieller Verhandlungspartner des palästinensischen Volkes ist allein die PLO (Palästinensische Befreiungsorganisation). Ihr Chef ist auch Präsident der Autonomiebehörde, Mahmoud Abbas. Die heutige Staatenwelt wird durch Mitgliedschaft in der UNO definiert. Die Hamas herrscht jedoch weder in einem anerkannten Staat, noch gilt sie als anerkannte „Regierung“ ihres Territoriums. Die Hamas ist nicht einmal Mitglied der PLO und übernahm die Macht in Gaza durch einen „illegalen“ Putsch. Kein Land der Welt anerkennt die Hamas als Herrscher in Gaza. Gespräche Israels mit der Hamas würden die Legitimität der PLO als exklusiver Vertreter aller Palästinenser in Frage stellen. Zudem würden so die von der Hamas nicht einmal anerkannten Osloer Verträge außer Kraft gesetzt. Die bilden jedoch die rechtliche Grundlage für die Existenz der Autonomiebehörde und des palästinensischen Parlaments. Abgesehen von der Tatsache, dass die Hamas sich weigert, mit dem „illegitimen zionistischen Gebilde“ zu reden, tut sich Israel schwer, mit einer Organisation zu verhandeln, die Israels Zerstörung anstrebt. Hinzu kommt, dass die Hamas von der EU, der UNO, den USA und Israel als Terrororganisation geächtet wird, solange sie nicht der Gewalt absagt, Israel anerkennt und bestehende Verträge akzeptiert. Gespräche Israels mit der Hamas würden keine Probleme lösen, sondern neue Probleme schaffen und mit Gewissheit keinen Frieden herbeiführen.
„Ideologien können nicht gewaltsam ausgelöscht werden.“ Die menschenverachtende Ideologie der Hamas hat ihre Ursprünge weder in der Blockade Israels gegen den Gazastreifen noch in der seit 1967 andauernden Besatzung. Die Hamas ist ein Ableger der ägyptischen Moslembrüder und ihrer Ideologie aus den zwanziger Jahren. Ausgerechnet die europäische Geschichte beweist, dass Staatsideologien durchaus mit Gewalt besiegt und beseitigt werden können. Nationalsozialismus, Faschismus, Stalinismus und der Kommunismus gingen ebenso unter wie die Weltreiche der Griechen, Römer, Mesopotamier und anderer vergessener Völker.
„Israels Vorgehen im Gazastreifen ist völkerrechtswidrig.“ Die Genfer Konventionen verbieten ein absichtliches Töten von Zivilisten. So gesehen sind auf israelische Städte abgeschossene Raketen der Hamas in jedem Fall ein Kriegsverbrechen. Menschenrechtsorganisationen erwähnen das ganz selten in verstecken Nebensätzen. Die überwiegende Mehrheit der von Israel im Gazastreifen getöteten Palästinenser sind Kämpfer der Hamas. Vorerst scheint Israel „Kolateralschaden“ weitgehend zu vermeiden. Laut Genfer Konventionen verwandeln sich Schulen und Krankenhäuser in legitime militärische Ziele, sowie sie für militärische Zwecke missbraucht werden. In den nächsten Tagen dürften die zivilen Opfer drastisch ansteigen, sowie Israel – wie angekündigt – jene Privathäuser bombardiert, in denen die Hamas Raketen und andere Kampfmittel versteckt. Die Bewohner dieser Häuser wurden durch Anrufe des israelischen Geheimdienstes vorgewarnt. Gemäß dem Völkerrecht verlieren sie ihren Status als „unschuldige Zivilisten“, sowie sie sich am militärischen Kampf der Hamas beteiligen.
„Das israelische Vorgehen schürt den Hass.“ Das ist eine Frage nach der Henne und dem Ei. Mit abgrundtiefen Hass wurden Juden schon 1929 in Hebron und Jerusalem von den Arabern abgeschlachtet, lange vor Holocaust, Israel und Besatzung. Hass wird allein den Palästinensern, der Hamas und anderen Organisationen als Rechtfertigung für jegliche Verbrechen zugestanden. Viele palästinensische Ausbrüche der Gewalt und des Hasses passierten ausgerechnet bei Fortschritten in den Friedensgesprächen, nach israelischen „Gesten“ und anderen „positiven“ Entwicklungen. Die blutige zweite Intifada brach aus, als es den Palästinensern wirtschaftlich besser ging als jemals zuvor und nachdem Ehud Barak in Camp David zu fast jeder Konzession bereit war. Jassir Arafat wies die Angebote zurück, weil er nicht „alles“ bekam.
„Unverhältnismäßige Gewalt“ wird immer nur Israel vorgeworfen, niemals aber jenen Organisationen, die israelische Städte mit Raketen angreifen oder Busse und Restaurants sprengen. In diesem Sinne, wäre israelische Gewalt wohl „verhältnismäßig“, wenn die Kampfjets in Gaza statt Trainingszentren der Hamas eher Busse und Restaurants sprengen oder willkürlich ungezielte Raketen auf Gaza abschießen?

ULRICH W. SAHM – Ägyptisch-Türkischer Friedensplan
Jerusalem, 30. Dezember 2008 – Ägypten und die Türkei haben bei einer Pressekonferenz in Ankara einen Plan zur Beendigung der Kämpfe im Gazastreifen vorgelegt. Israel und die Hamas sollten ihre gegenseitigen Angriffe einstellen. Dann solle Israel die Grenzübergänge öffnen, wobei es dafür „internationale Garantien“ geben müsse. Der türkische Außenminister Ali Babacan warnte vor einer „Eskalation“ in der ganzen Region, falls Israel nicht sofort seine Luftangriffe einstelle, bei denen schon über 360 Palästinenser ihr Leben lassen mussten. Der ägyptische Außenminister Aboul Gheit sagte nach seiner Rückkehr aus Ankara in Kairo, dass die Türkei und Ägypten sich auf die „Notwendigkeit einer sofortigen Feuereinstellung“ geeinigt hätten. Er schlug vor, dass arabische und europäische Beobachter eingesetzt werden sollten, um zu überwachen, dass sich Israel und die Hamas an eine Waffenruhe halten.
Der Regierungssprecher Mark Regev sagte auf Anfrage, das Israel weiter handeln werde und die Operation fortsetzen wolle, bis eine „neue Sicherheits-Wirklichkeit“ entstanden sei und israelische Bürger nicht mehr angegriffen würden. Auf die Frage, wie er denn nun zu dem türkisch-ägyptischen Plan stehe, erwiderte er diplomatisch: „Ich habe alles gesagt, was ich sagen wollte.“

ULRICH W. SAHM – Nach Sylvester ist Schluss mit dem Feuerwerk
Jerusalem, 29. Dezember 2008 – „Nach Sylvester werden alle aus dem Urlaub zurückkommen und die Arbeit wieder aufnehmen“, sagte Ran Peker, ein ehemaliger israelischer Luftwaffenchef, in einer Diskussion mit Rafi Sevron, der ab 1962 die Luftwaffe für den Überraschungsangriff auf Militärflugplätze 1967 zu Beginn des Sechs-Tage-Krieges vorbereitet hatte. Damals hatte Israel auf einen Schlag die ägyptische Luftwaffe in den ersten Minuten des Krieges erfolgreich geschlagen. Innerhalb weniger Tage eroberte es den Sinai, den Gazastreifen, das Westjordanland und die syrischen Golanhöhen.
Neujahr scheint das Zeitfenster zu sein, das Israels Regierung den Militärs gesetzt hat, die Hamas umfassend zu treffen. Jetzt schon ruft die westliche Welt Israel auf, die Offensive gegen den Gazastreifen umgehend zu stoppen. Doch Außenministerin Zipi Livni und zahlreiche für diese Aktion rekrutierte Regierungssprecher beharren noch auf Israels Selbstverteidigungsrecht und auf dem „unerträglichen Zustand“ eines jahrelangen Raketenbeschusses der israelischen Zivilbevölkerung.
Bei der Diskussion der Luftwaffen-Veteranen Sevron und Peker ging es um einen Vergleich der „Operation Gegossenes Blei“ heute mit Kriegen der Vergangenheit. Für sie ist der Krieg von 1967 eher Vorbild als der Libanonkrieg von 2006. Während Israel ab dem 12. Juli 2006 auf eine Attacke der libanesischen Hisbollah aus dem Affekt und ohne gründliche Vorbereitung reagierte, ist der Schlag gegen die Hamas nach monatelanger Aufklärung und dem Aufbau einer Datenbank mit hunderten klar definierten Zielen bestens vorbereitet worden. Es begann mit einem vernichtenden Überraschungsschlag gegen „sämtliche“ Militäreinrichtungen der Hamas, wie die islamistische Organisation schon am Samstag eingestand. Obgleich sich die Trainingszentren, Polizeistationen und Befehlszentralen teilweise inmitten dicht besiedelter Wohngebiete befanden, waren unter den 220 Toten des ersten Tages nach Angaben der Hamas 180 Kämpfer und Sicherheitsleute, die beim Putsch der Hamas im Juni 2007 die Fatah-Leute der Autonomieregierung brutal ermordet und vertrieben hatten. Am Sonntag absolvierte die israelische Luftwaffe angeblich eine „militärische Glanzleistung“. Mit vierzig Kampfflugzeugen wurden innerhalb von 4 Minuten die Schmugglertunnel unter der Grenze zu Ägypten zerstört. Die ehemalige „Philadelphi-Achse“ ist ein nur 100 Meter breiter Streifen. Die Piloten hatten keinen Spielraum für Abweichungen. Eine einzige fehlgeleitete Bombe auf eine ägyptische Grenzstellung hätte zu diplomatischen Verwicklungen mit unvorhersehbaren Konsequenzen führen können. Getroffen wurde auch ein Depot mit geschmuggeltem Kraftstoff. Zwischendurch wurden die Studios von El Aksa TV, dem Fernsehsender der Hamas, ausgeschaltet. Jetzt sendet die Hamas nur noch Konserven vom Band aus einem Übertragungswagen und Spruchbänder mit Nachrichten. In der Nacht zum Montag hakte die Luftwaffe die Islamische Universität von ihrer Liste ab, ein hoch symbolisches Ziel, die akademische Hochburg der Hamas. Nach israelischen Angaben seien die Labors der Universität für die Entwicklung von Raketen und Herstellung von Sprengstoffen missbraucht worden. Am frühen Morgen traf es den Amtssitz von Hamas Ministerpräsident Ismail Hanija. Er scheint sich nicht in seinem „schwer beschädigten“ Büro aufgehalten zu haben. Auch die Zerstörung einer Moschee war ein gezielter Treffer gegen eine Ausbildungsstätte der Hamas und ein Waffenlager im Keller. Die Marine nahm derweil den Hafen und Einssatzboote der Hamas entlang der Küste unter Beschuss.
„Wir sollten trotz der Erfolge aus rein militärischer Sicht nicht euphorisch werden“, warnte General a.D. Peker. Trotz aller Vorbereitung und Präzision könnten Fehler gemacht werden. Der unbeabsichtigte Treffer eines Wohnhauses mit vielen zivilen Toten oder der Abschuss eines israelischen Flugzeugs seien nicht auszuschließen. Ebenso besitze die Hamas noch viele Raketen. Verteidigungsminister Ehud Barak hatte mit „zwei bis dreihundert“ Raketen pro Tag gerechnet. Israels Bevölkerung im Umkreis von dreißig Kilometern rund um den Gazastreifen wurde mit Anweisungen der „Heimfront“ zum ständigen Aufenthalt in Luftschutzbunkern und „Sicheren Räumen“ verpflichtet. Massenversammlungen und Schulunterricht wurden ausgesetzt. Fabriken stellten ihre Produktion ein und Bauern dürfen nicht auf ihre Felder.
Minuten später explodierte eine Grad-Rakete in einem Neubau in Aschkelon. „Ich zähle einen Toten und zehn Verletzte“, berichtet wenig später Aschkelons Bürgermeister per Handy live im israelischen Rundfunk. „Ich muss mich hier auf den Boden werfen mangels Schutzraum“, ruft nach einigen Minuten ein Reporter atemlos ins Telefon, während im Hintergrund Sirenen heulten. Mindestens acht Raketen seien von Dugit aus abgeschossen worden, den Ruinen einer 2005 geräumten israelischen Siedlung am Strand im Norden des Gazastreifens.

Israel legt im Gaza-Streifen systematisch die Infrastruktur der Hamas in Schutt und Asche. Hunderte von Palästinensern werden dabei getötet und verletzt. Nur wenige Kilometer weiter, auf der anderen Seite der Grenze, bejubeln die Menschen jede Explosion der israelischen Bomben.
„Es war ein herrliches Gefühl, die Explosionen zu hören. Endlich müssen wir nicht mehr glauben, dass der Staat uns vergessen und unserem Schicksal überlassen hat“, sagt eine Frau in Sderot während sie im Schutzraum sitzt. Nur kurz vorher haben die Lautsprecher mal wieder „Rote Farbe, Rote Farbe“ geplärrt – die übliche markerschütternde Warnung vor einem Raketenangriff aus Gaza.
Jahrelang standen die Menschen in Sderot und anderen grenznahen Ortschaften rund um den Gaza-Streifen unter dem Trommelfeuer von Kassamraketen. Manchmal nur sporadische Einschläge, dann wieder bis zu 80 am Tag. Jetzt schlug eine „Grad“-Rakete aus iranischer Produktion auf einer Baustelle in Aschkelon ein – und tötete den 27 Jahre alten Hani al Mahdi. Zehn seiner Kollegen wurden teilweise schwer verletzt. Al Mahdi ist der zweite israelische Tote, während wenige Kilometer weiter südlich, im Gaza-Streifen, zuletzt mehr als 315 Toten gezählt wurden. Die Uno will gemäß ihrer eigenen Überprüfung feststellt haben, dass 51 von ihnen Zivilisten gewesen seien….

BUNDESKANZLERIN – Konflikt muss politisch gelöst werden

Bundeskanzlerin Angela Merkel hat sich in einem Telefonat mit dem israelischen Ministerpräsidenten besorgt über die andauernde militärische Auseinandersetzung im Nahen Osten gezeigt. Sie sieht darin eine wachsende Eskalationsgefahr in der gesamten Region. Deshalb seien alle Beteiligten aufgefordert, den Konflikt politisch zu lösen.

Aus Sicht der Bundeskanzlerin müssen die internationale Staatengemeinschaft und die Anrainerstaaten alles in ihrer Macht stehende tun, um den Konflikt zu deeskalieren. Dies teilte der stellvertretende Regierungssprecher Thomas Steg nach dem Telefonat mit. Laut Merkel muss zu einem politischen Prozess zurückgefunden werden, an dessen Ende nur eine Zweistaatenlösung stehen kann.
Verantwortung liegt bei der Hamas
Die Bundeskanzlerin und der israelische Ministerpräsident Ehud Olmert hätten übereinstimmend festgestellt, dass die Verantwortung für die Entwicklung in der Region „eindeutig und ausschließlich“ bei der Hamas liege, sagte Steg. Deshalb hat nach Ansicht der Bundeskanzlerin Israel das legitime Recht, die Bevölkerung zu schützen und das Territorium zu verteidigen.
Die Bundesregierung fordert die Hamas auf, den Beschuss durch Raketen „sofort und dauerhaft“ einzustellen, damit israelische Militäroperationen schnell beendet werden können. Olmert hatte in dem Telefonat versichert, dass sich die israelischen Militäroperationen gegen terroristische Strukturen der Hamas richteten und nicht gegen die Zivilbevölkerung. Es müsse alles getan werden, um zivile Opfer zu vermeiden, habe die Kanzlerin in diesem Zusammenhang bekräftigt.
Vor dem Hintergrund der humanitären Lage im Gazastreifen, habe die Bundeskanzlerin gefordert, dass alle notwendigen Maßnahmen und Hilfslieferungen ohne Hindernisse ermöglicht würden. Laut Steg schließt das nicht nur die Öffnung der Grenzübergänge für Hilfstransporte ein. Die Hamas dürfe zudem die geöffneten Übergänge und die Transporte nicht beschießen.

DIG – PRESSEMITTEILUNG: DIG: Ursache und Wirkung nicht verdrehen!
Zur Eskalation der Gewalt im Nahen Osten erklärt der Präsident der Deutsch-Israelischen Gesellschaft, Dr. h.c. Johannes Gerster:
Israel hat wie jeder andere Staat das Recht, sich und seine Bürger zu verteidigen.
Tatsache ist und bleibt, dass sich Israel aus dem Gaza-Streifen zurückgezogen hat und seit dieser Zeit – auch während der so genannten Waffenruhe – von dort beschossen wurde und wird.
Israel, dessen Zerstörung auch 60 Jahre nach seiner Gründung von islamischen Fundamentalisten, darunter auch der Hamas, gefordert und gefördert wird, hat Anspruch auf Solidarität in seinem Kampf gegen den Terrorismus.
Israel weiß auch, dass Gewalt letztlich mit Gewalt nicht überwunden werden kann. Deshalb hat die israelische Regierung lange gezögert, sich gegen den Dauerbeschuss mit militärischen Mitteln zu wehren. Wer die Regeln des Nahen Ostens beherrscht, weiß aber auch, dass Nachgeben bei Terroristen als Schwäche und Einladung zu neuer Gewalt gesehen wird. Deshalb musste Israel handeln.
Die DIG fordert die Bundesregierung, die EU und die UN auf:
– sich gegen eine Verdrehung von Ursache und Wirkung im Nahostkonflikt zu verwahren. Die Hamas hat den Ausbruch offener Gewalt über mehr als zwei Jahre provoziert, ja gewollt.
– gegen einseitige, unwahre und unfaire Schuldzuweisungen an die Adresse Israels anzugehen. Den Schlüssel für ein Ende der Gewalt hat die Hamas in der Hand. Wenn Sie den Raketenbeschuss beendet, ist der Krieg beendet.
Jederzeit zu bedenken: Wenn die Araber die Waffen niederlegen, gibt es Frieden. Wenn Israel die Waffen weglegt, gibt es kein Israel mehr.
Das DIG-Präsidium war vor kurzem in Israel, Sderot und am Gazastreifen: Wir leiden mit den Opfern auf beiden Seiten. Deshalb setzen wir auf die Mittel und
Möglichkeiten der internationalen Staatenwelt, das unmöglich Erscheinende endlich möglich zu machen: Dass Israel und seine Nachbarn endlich in gesicherten Grenzen und ohne Gewalt leben können.

Dezember 2008, abgefeuert aus dem Gaza-Streifen, hatte die Israelische Regierung nicht nur das Recht sondern die Pflicht seine Buerger vor weiteren Angriffen wirksam zu schützen. Angesichts der jetzt laufenden Diskussion frage ich mich, wie beispielsweise Russland, Frankreich, England, Deutschland oder andere arabische Staaten angesichts der Angriffe reagiert hätten. Für Russland lässt sich die Frage am Beispiel Georgiens einfach und nachvollziehbar beantworten. Wobei Russland was demokratische Traditionen und Menschenrechte angeht, ein erhebliches Defizit im Gegensatz zu Israel hat. Bei diesen Raketen- und Granatangriffen handelt es sich um feige, hinterhältige Mordanschläge auf die hilflose israelische Zivilbevölkerung. Die Kassam-Raketen sind keine harmlosen Feuerwerkskracher und die Raketenbauer sind keine liebenswürdigen amateurhaften Freiheitskämpfer, wie hierzulande gerne romantisiert wird, sondern feige Mörder und Barbaren, die es auf die Zivilbevölkerung abgesehen haben. Zu beklagen waren bisher Verwundete und Tote und ein monatelang anhaltender Psychoterror für die israelische Zivilbevölkerung durch diesen Raketenterror. Durch die steigende Reichweite der Raketen erreicht die Bedrohung zwischenzeitlich auch eine strategische Dimension. An die Beschießung Sderots hat man sich hierzulande, zynisch formuliert, schon fast gewöhnt. Jetzt stehen Kirijat Gat, Netivot und Aschdod im Fadenkreuz der Raketen. Über den Seehafen Aschdod wickelt Israel immerhin 40% des anfallenden Güterumschlags im Außenhandel ab.
Die Verteidigungsoperation der israelischen Armee ist auch nicht unverhältnismäßig. Unter größter Präzision und nach umfangreichen nachrichtendienstlichen Ermittlungen wurde fast ausschließlich die Infrastruktur der Hamas gezielt angegriffen. Die Hamas ist es, die sich hinter der palästinensischen Bevölkerung als Schutzschild verkriecht. Selbstverständlich ist jedes zivile Opfer zu beklagen. Ein weiteres Zuwarten der israelischen Regierung trotz der Raketenangriffe war auch nicht mehr zumutbar. Anhaltende Passivität Israels hätte andere Feinde des jüdischen Staates nur zu weiteren Angriffen ermuntert.
Bezeichnend, wie übrigens schon vor dem zweiten Libanonkrieg, hat die Weltöffentlichkeit lange mit Gleichgültigkeit reagiert, als die Israelische Regierung erklärte, der seit Monaten anhaltende Beschuß von Wohnorten durch die Terrororganisation Hamas werde nicht ohne Reaktion bleiben. Die UNO ebenso wie Russland und die europäischen Staaten echauffieren sich angesichts der Israelischen Verteidigungsoperation wieder einmal über die angeblichen Menschenrechtsverletzungen und die Aggressionspolitik Israels. Sechs Monate hat man zum Raketenterror geschwiegen, plötzlich fehlt am zweiten Tag der Verteidigungsoperation jedes Verständnis für das Blutvergießen. Vergessen wird dabei auch, dass dieselben Kämpfer für die Menschenrechte, auch in der deutschen Politik, den andauernden Raketenterror monatelang schweigend in Kauf genommen und nichts getan haben, um der Terrororganisation Hamas wirksam entgegen zu treten. Offensichtlich gibt es Menschenrechte erster und zweiter Klasse, wenn es um die nationalen Interessen der deutschen Gutmenschen geht und das ist keine akademische Debatte. Glücklicherweise haben einige Staaten der Arabischen Liga und sogar der palästinensische Präsident Machmud Abbas die Ursache der neuerlichen Eskalation und des Leids für die palästinensische Zivilbevölkerung erkannt und mutig ausgesprochen, nämlich die Terrororganisation Hamas. Kein deutscher Politiker hat es bisher vermocht die Verwerflichkeit des Handelns der Hamas, die Ihren Terror aus der Mitte der palästinensischen Zivilbevölkerung heraus betreibt, öffentlich zu verurteilen. Das Modell der Hisbollah im Libanon, unschuldige Zivilisten, Männer, Frauen und Kinder, als Schutzschilde zu mißbrauchen und sich als saubere, ehrenwerte Freiheitskämpfer medienwirksam darzustellen scheint wieder einmal zu funktionieren. Die Hamas war es, die den Waffenstillstand einseitig beendete und zum Terror zurückkehrte, ohne dass hierzulande in der deutschen Politik oder Gesellschaft ein Aufschrei der Empörung zu vernehmen war. Wenn schließlich der geistige Führer des Iran, Chamenei, den Terrorismus der Hamas, die seit Jahrzehnten auf der Lohnliste der Religionsdiktatur der Mullahs in Teheran steht, als Märtyrerkampf legitimiert, dann demaskiert sich der iranische Staatsterrorismus einmal mehr. Wo bleibt der Aufschrei der Verurteilung aller Gutmenschen in bundesdeutschen Wohnzimmern? Lediglich Außenminister Steinmeier äußert vorsichtiges Verständnis um sogleich den Schutz der palästinensischen Zivilbevölkerung anzumahnen. Es gibt keinen sauberen und ehrenhaften Krieg, der die Zivilbevölkerung schützt, wenn man gegen Terroristen kämpft. So lange durch das Mullah-Regime im Iran der islamistische Terrorismus weltweit gefördert und machtpolitisch im Interesse der Mullahs instrumentalisiert wird, ist der Iran von der Liste der zivilisierten Staaten der Weltgemeinschaft zu streichen. Das gilt auch für den Kultur- und Handelsaustausch!
Ziel der israelischen Operation ist es, die anhaltende Bedrohung durch Raketenbeschuß für die israelische Bevölkerung zu stoppen, die Infrastruktur der Hamas zu zerstören und den Palästinensern in Gaza, frei von rivalisierenden Extremistengruppen, eine selbstbestimmte demokratische Regierung, wie in der West Bank zu ermöglichen. Gelingt dies nicht, so dürfte der Konflikt rasch auf andere Länder in der Region, wie zum Beispiel Ägypten und Jordanien überschwappen. Amerikanern, Russen und Europäern, aber auch arabischen Nachbarn und UNO muß klar sein, dass die Gefahr eines Flächenbrandes kaum jemals größer war. Der iranischen Destabilisierungspolitik ist es durch den islamistischen Staatsterrorismus gelungen, die gesamte Region an den Rand einer Katastrophe zu führen. Insbesondere den europäischen Staatschefs muß klar sein, dass jetzt weder Appeasement noch Ausgewogenheit sondern kreative Führung gefordert ist. Während Russland und die USA um den Sitz hinter dem Steuerrad der Weltpolitik kämpfen und die UNO sich mit den üblichen Friedensaufrufen, wie schon in Darfur u.a. selbst als unfähig disqualifiziert, hat Europa auf dem Rücksitz eine reelle Chance praktische Friedenspolitik jenseits der üblichen Sonntagsreden zu machen. Die Bundesregierung in der Person des Außenministers und der Bundeskanzlerin sind hier persönlich gefordert. 1,5 Mio. Palästinenser im Gaza-Streifen haben eine bessere Zukunft verdient, als die Marionetten-Religionsdiktatur der Terrororganisation Hamas, die aus Teheran gesteuert wird. Die israelische Regierung ist mit der laufenden Operation ein erhebliches Risiko eingegangen. Sie muß versuchen, nicht nur auf militärischem Gebiet, sondern auch politisch zu obsiegen. Daran wird sie im eigenen Land, wie auch bei Ihren Feinden gemessen.

Botschaft des Staates Israel – Zur israelischen Militäroperation im Gaza-Streifen
Die Hamas hat diesen Konflikt begonnen und trägt die Verantwortung für jede Schädigung von Zivilisten auf beiden Seiten. Israel steht nicht im Kampf mit der Bevölkerung des Gaza-Streifens, sondern mit den Extremisten der Hamas. Die Menschen in Gaza werden von den Terroristen der Hamas als menschliche Schutzschilde missbraucht.
So wie in der Vergangenheit hat Israel auch gegenwärtig kein Interesse an einer humanitären Krise im Gaza-Streifen und wird den dortigen Einwohnern weiter Nahrungsmittel, Medikamente, Strom und Treibstoff liefern, so wie es die Situation zulässt.
Die internationale Gemeinschaft hat die Raketenangriffe jahrelang ignoriert und handelt nur, wenn Israel versucht, sie zu stoppen. Israel hat den Gaza-Streifen 2005 verlassen, aber die Hamas hat ihn in eine Abschussrampe für Angriffe gegen Israel verwandelt. Selbstverteidigung ist einer der Grundpfeiler des internationalen Rechts, das Israel als Demokratie für sich in Anspruch nimmt, wie es jeder andere Staat in dieser Situation täte.

MFA – Responding to Hamas Attacks from
Gaza – Issues of Proportionality Background Paper

Main Points:

Israel is in a conflict not of its own making – indeed it withdrew every Israeli soldier and all 8000 Israeli civilians from the Gaza Strip as part of its 2005 disengagement initiative. However, Israel has been forced to act in defense of its citizens, who have been and continue to be deliberately attacked by the Hamas terrorist organization.

Although Hamas makes no effort to comply with international law, Israel is committed to limiting itself to a lawful response. This means that, while Hamas uses civilians both as a shield and a target, Israel seeks to limit injury to civilians on both sides.

International law recognizes that civilian deaths and injuries may occur in lawful military operations. For an operation to be lawful it must be directed at a „legitimate military objective“ and be „proportionate“.

Under the Geneva Conventions, as well as customary international law, if a military objective, such as a missile launcher or weapons stockpile, is placed in the heart of a civilian area, it does not cease being a lawful military objective. The primary responsibility for civilian causalities arising from the ’shielding‘ lies with the party that deliberately placed civilians at risk.

International law also requires that any military operation be ‚proportionate‘ in the sense that expected collateral damage to civilians and civilian objects must not be excessive in relation to the military advantage anticipated. This is a complex and difficult calculation and international law relies on the best determination of the commander in the field in the heat of the conflict to weigh all relevant considerations, including the security of his own forces.

Israel has adopted these principles of the law of armed conflict, in its military training, its operational planning and in practice. Frequently, proposed operations are cancelled because the risk of injury to civilians might not be proportional to the military goals of the operation.

Introduction

The current fighting situation in Israel and in Gaza and in particular the tragic death of civilians and damage to civilian property in the course of the conflict raises important and challenging questions. What is a legitimate target in responding to a terrorist attack? How can one determine if a response is disproportionate?

These questions are particularly acute in a situation in which the Hamas terrorist organization is using civilians both as a shield and a target. Israel, for its part, seeks to limit injury to civilians on both sides: the Israeli civilians deliberately targeted by Hamas‘ missiles and mortars, and the Palestinian civilians within whose midst it stockpiles and shoots them.

Israel is painfully aware that the flagrant violations of international law by the terrorists it is confronting do not absolve it of its own responsibility to comply with legal principles in its response. These principles of international law do not always contain clear-cut answers, but they give important guidance on the conduct of military operations:

Military operations and civilian casualties

A core principle of the law of armed conflict is the ‚principle of distinction‘ – the obligation to ensure at all times that a distinction is made between combatants and civilians. Nonetheless, international law recognizes that it is a tragic fact of armed conflict that civilian deaths and injuries may occur in lawful military operations. As the legal authority Oppenheim notes:

Civilians do not enjoy absolute immunity. Their presence will not render military objects immune from attack for the mere reason that it is impossible to bombard them without causing injury to the non-combatants. (Oppenheim, International Law 1952, Vol. II p.415)

In practice, two key questions arise in relation to the legitimacy of the planning and execution of an operation: 1) Is the target itself a legitimate military objective? and 2) Even if the target is in itself legitimate, is there likely to be disproportionate injury and damage to the civilian population and civilian property.

Conclusion

The current military operation in Gaza is taking place against a clear asymmetry with regard to the implementation of principles of international humanitarian law: Hamas, in clear violation of these principles, deliberately targets Israeli civilians, and does so while placing its bases and stockpiles in the heart of civilian centers. Israel, on the other hand, seeks to apply the principles of humanitarian law, even against an opponent which flouts them. As Israel’s Supreme Court, which is frequently petitioned to review the lawfulness of Israel’s responses to terrorism, has repeatedly stressed:

This is the destiny of democracy, as not all means are acceptable to it and not all practices employed by its enemies are open before it. Although a democracy must often fight with one hand tied behind its back, it nonetheless has the upper hand. outbind://372-000000006200BF8A050E1E419060CA1DD7CDA37244C64D00/#_ftn1″>Accordingly, Israel takes pains to ensure that it directs its attacks against legitimate military targets, and that in conducting its operations incidental injury to civilians is kept to a minimum.

OPERATION „CAST LEAD“ GETS UNDERWAY – 27 DECEMBER 08

Hamas unilaterally suspended the Egyptian-brokered truce with Israel, launching hundreds of rockets at civilian targets in southern Israel over the past week. Israel has exercised maximum restraint, but – after eight years of missile barrages from Gaza – must come to the defense of the 250,000 Israelis living within range of Hamas attack. Any other sovereign nation would do the same.
Under cover of the truce, Hamas engaged in a major campaign to upgrade its terrorist capabilities, manufacturing and smuggling massive quantities of weapons into Gaza – including rockets, explosive charges and machine guns – and constructing a network of underground tunnels for combat purposes. Israel cannot acquiesce to the presence of a Hizballah-like organization on its southern border.
The objective of the IDF operation is to cripple the terrorist infrastructure in Gaza, impairing the ability of Hamas and its allies to launch attacks on the citizens of Israel; IDF action would have been unnecessary had Hamas abandoned the path of terror. Israel is engaged in self-defense, and will respond assertively to any provocation by other parties in the region.
Hamas belongs to the „A“ League of extremism, alongside Iran, Syria, Al Qaida and Hizballah. The United Nations and a majority of its member states have designated Hamas a terrorist organization and will not engage in any contact with its representatives. Israel expects the international community to lend its support to the war on Hamas terror.      Israel has done everything possible to avert any humanitarian crisis in Gaza, allowing for the regular entry of supplies and international aid. In fact, just last week, it was Hamas that acted to prevent the delivery of humanitarian assistance from Egypt.
While the IDF takes pains to direct its activities exclusively against terrorists, Hamas callously places Palestinian civilians in harm’s way – positioning its forces inside schools and houses of worship, and launching attacks from crowded areas. The unintentional injury of any civilians in Gaza is the sole responsibility of Hamas.
Hamas objections notwithstanding, the Government of Israel will continue its pursuit of peace with the Palestinian people, led by President Abbas and Prime Minister Fayyad. Israel withdrew from the Gaza Strip in 2005 precisely to further this goal, but Hamas seized control of Gaza, turning the area into a launch pad for terrorism against Israel.

           The Simon Wiesenthal today accused the international community of empowering Hamas by remaining silent while thousands of rockets were hurled at Israeli cities and towns. „The UN Security Council scurries into action only when the Hamas terror infrastructure is being attacked,“ charged Rabbi Marvin Hier, dean and founder of the Wiesenthal Center and Rabbi Abraham Cooper, the Center’s associate dean. „If a Security Council meeting is convened, Israel’s ambassador should look at Security Council members and challenge them directly, ‚Which one of you would allow your cities and towns to suffer constant rocket barrage without retaliating?‘ Even PA president Abbas lays the blame for the current situation squarely at Hamas‘ door when he declared at a Cairo press conference: ‚…we said to them: We ask of you, don’t stop the ceasefire, the ceasefire must continue and not stop, in order to avoid what has happened, and if only we had avoided it.‘ „
            „Israel is finally doing what every member state of the United Nations has the right and obligation–to protect the long-suffering residents of Sderot and communities across southern Israel who have been bombardered with over 3,000 missiles by a terrorist organization. Many have chosen to forget that Israel unilaterally left Gaza in 2005, spending 2.5 billion dollars to remove Israeli settlements in the Gaza Strip as an investment for peace with their Palestinian neighbors. All Israel has gotten for this unprecedented gesture are terrorist attacks targeting civilians in Israel proper and official anti-Jewish campaigns in government – controlled media, mosques and schools,“ they added. „Now Hamas leadership is renewing calls for suicide bombings– another issue the UN refuses to deal with. And while no one wants to see innocent people suffering, it has long been Hamas‘ policy to deploy their terror infrastructure in and around civilians.“
            „The International Community can help–not by their serial condemnation of Israel but by signaling the Palestinians and the Arab world that Hamas‘ terrorism has brought their cause to a dead end‘, Center officials concluded.

ADL – UN Statement on Israel Action Against Hamas ‚Sheer Hypocrisy‘
New York, NY, December 28, 2008…The Anti-Defamation League (ADL) today strongly criticized the U.N. Security Council statement on Israel’s retaliatory action against Hamas in Gaza as „sheer hypocrisy“ for suggesting an „equivalency“ between Hamas‘ terrorism and Israel’s attempts to eliminate that terrorism.
The League added that „the Security Council statement is all the more disturbing in light of the outrageous and all too familiar reflexive anti-Israel response from the U.N. human rights apparatus and the current president of the General Assembly.“
Abraham H. Foxman, ADL National Director, issued the following statement:
The Security Council statement is „sheer hypocrisy“ for suggesting an „equivalency“ between Hamas‘ terrorism and Israel’s attempts to eliminate that terrorism. It demonstrates that there is no real understanding of the circumstances that led to the action taken by Israel against Hamas in Gaza.
By calling on the parties to immediately stop all military activities, the Security Council disregards the terrorist acts of Hamas against Israel and Hamas‘ responsibility for the condition of Palestinians in Gaza. Hamas is not engaged in military activities but in outright and self-proclaimed terrorism. The U.N. body also ignores Israel’s fundamental right and responsibility to protect its people.
The Security Council statement is all the more disturbing in light of the outrageous and all too familiar reflexive anti-Israel response from the U.N. human rights apparatus and the current president of the General Assembly. These totally inappropriate reactions included strong condemnations of Israel and time-worn accusations of disproportionality, war crimes and crimes against humanity coming from the High Commissioner for Human Rights, the Special Rapporteur for human rights in the territories and the General Assembly President while failing to mention Hamas terrorism and its responsibility for putting the people of Gaza directly in harm’s way.
The Security Council and UN Human Rights officials should understand that they are encouraging and emboldening Hamas and other Islamic extremists whose ideology seeks to undermine the rule of law and thwart democracy.

SPME Germany – Die deutsche und österreichische Sektion der Organisation „Akademiker für Frieden im Nahen Osten“ (Scholars for Peace in the Middle East – www.spme.net) bekräftigen Israels Recht auf Selbstverteidigung
Seit seinem Rückzug aus dem Gazastreifen musste Israel nahezu 6000 Raketenangriffen auf sein international anerkanntes Territorium hinnehmen. Auch während des vor sechs Monaten vereinbarten Waffenstillstandes erfolgten Raketenangriffe auf Zivilisten in Israel. Israels Regierung verhielt sich bemerkenswert zurückhaltend, um Opfer unter der Zivilbevölkerung zu vermeiden.
Israel hat sich bis zuletzt bereiterklärt, checkpoints zu öffnen, um materielle Güter nach Gaza bringen zu lassen. Nachdem die Hamas den Waffenstillstand beendet, die Vereinbarung eines neuen Waffenstillstands abgelehnt und den Raketenbeschuss auf Israel radikal intensiviert hatte, blieb Israel keine andere Wahl, als die Hamas mit gezielten Verteidigungsmaßnahmen davon abzuhalten, weiterhin Raketen auf israelisches Staatsgebiet, insbesondere auf die Städte Sderot, Ashkelon und Beersheeva, abzufeuern.
Die Hamas verfolgt mit ihren Angriffen das erklärte Ziel, die Israelis aus Israel zu vertreiben. Die israelischen Streitkräfte verfolgen mit ihren Präventivangriffen das Ziel, die inakzeptable tödliche Herausforderung durch die Hamas zu beenden. Unter Verletzung der Genfer Konvention missbraucht die Hamas Zivilisten als Schutzschilde, indem sie ihre Abschussvorrichtungen in dicht bevölkerten Gebieten versteckt und damit zivile Opfer unvermeidlich macht. Deshalb trägt die Hamas die Verantwortung, wenn jetzt auch unschuldige Zivilisten getötet werden.
Israel hat ausdrücklich erklärt, dass es seine derzeit notwendigen Selbstverteidigungsmaßnahmen beenden wird, sobald auch die Raketenangriffe und andere tödliche Bedrohungen gegen Israel aus Gaza beendet werden.

SPME – Scholars for Peace in the Middle East supports Israel’s right to live within safe and secure borders at peace with her neighbors and able to recognize their peaceful aspirations.
Since returning Gaza over to the Palestinian rule two years ago, Israel has suffered nearly 6000 rocket attacks into its internationally-recognized sovereign borders, even during the six-month Hamas initiated-cease fire. Israel has been remarkably patient and restrained, with the understanding of trying to avoid civilian casualties. Israel has even, until now been willing to open checkpoints to allow material goods into Gaza.
With Hamas‘ decision to end the cease fire, accompanied with a sharp increase in the number of rocket attacks launched against her, Israel has been left with no choice but to stop the military aggression initiated by Hamas aimed at southern Israeli cities such as Sderot, Askelon and Beersheeva.
The intent of the Hamas rocket attacks is to drive Israelis out of Israel. The intent of the Israeli preventative strikes this weekend against military targets in Gaza is to put an end to Hamas‘ unacceptable deadly ongoing relentless violence against Israeli citizens.
Contrary to Geneva rules of engagement, Hamas insists on using human shields by hiding their deadly military centers in civilian populated areas making civilian casualties unavoidable.
Israel has made it absolutely clear that when the rockets from Gaza and other deadly incitements against Israel cease, there will be no need for these necessary acts of self protection.

Gaza Strip – Lawful, Moral and Necessary
December 29, 2008 — The American Jewish Congress today stated its support for Israel’s defensive measures in the Gaza Strip. The attacks against Hamas leadership, facilities, rocket launching sites, and weapons-smuggling tunnels have been precise and effective. No sovereign nation is required by either international law or morality to put up with attacks on its civilians as Israel has done. Any nation would act to put a stop to such attacks. Neither is a sovereign nation required to avoid the use of force by simply acceding to the demands of those who are less scrupulous.
In a June 8, 2008 statement, we cautiously backed the cease fire Israel had reached with Hamas, albeit „with tremendous concern and trepidation.“
We wondered whether Hamas would „live up to the terms of the deal, and control not only its own activists but those affiliated with other factions. A cease-fire in which Islamic Jihad or others continue regular rocket fire is no cease-fire.“
We now know that Hamas not only failed to control terrorist attacks by other factions, but countenanced them as well.
We were „wary that Hamas may use this opportunity not to reach out a hand in friendship but in fact to regroup, restock, rearm and prepare for further aggression.“
We now know that Hamas did precisely that, multiplying the smuggling of weapons and fighters through tunnels under the Gaza-Egyptian border.
Hamas’s studied and cynical disregard for the spirit and letter of the cease fire and the launching of hundreds of rockets at Israeli targets since the cease fire’s formal six month term expired, underscored the urgent need for Israel to carry out this offensive. Israel’s critics have pointed to no alternative course but submission to continued bombardment and acceptance of Hamas‘ terms. There are those who argue further that Hamas might be better wooed into the peace process, rather than attacked and marginalized. But if Israelis come to believe that the consequence of withdrawal is unending terrorist attacks to which the international community will not permit Israel to effectively respond, hopes for any peace process will end.
We object to the media rush to focus on Palestinian targets, not because we are uncaring about Palestinian civilians but because Israeli civilians have been at the receiving-end of rocket attacks for the past years without meriting the same frenzy of media attention. Where was the media outcry at the destruction caused by Hamas‘ relentless missile barrage at southern towns in Israel? Where was world attention when innocent children and civilians were being attacked as they went to school, or to play or work? Why is there such outrage now when there was none then?
The charges hurled against Israel are spurious. The widespread allegation that Israel’s actions have been „disproportionate“ misapplies a term from international law to imply that Israel must not shoot back more times, or kill more people than the Palestinians do. There is in fact no such requirement in international law. International law does not require that military action be conducted so as to lead only to a stalemate. Wars are fought to be won. The doctrine of proportionality addresses the issue of what is a viable military target and requires that civilian casualties be proportionate to the military value of a target.
We mourn the Palestinian civilians who were killed or injured because they were in harm’s way because Hamas imbedded themselves in their communities and were being used as human shields against attack. While any civilian casualties are regrettable, the culpability and responsibility for their deaths is attributable to Hamas. This is because Hamas intentionally hides its military institutions and facilities in civilian neighborhoods. In this respect, Hamas is aping Hezbollah and other terrorist groups which use human shields to score political and propagandistic victories over their opponents in Lebanon, Iraq and Afghanistan.
AJCongress has been on calling attention to the terrorists‘ use of human shields and to the distortion of international law that aid and abet their strategy. We are working to bring a Congressional spotlight on human shields and the Law of War, and to work at the highest levels with NATO to bring these terrorist activities to the forefront.

Israelische Militäroperation im Gaza-Streifen

^{Raketenabschuss aus Gaza}Eine Viertelmillion israelischer Bürger wird seit acht Jahren unaufhörlich von palästinensischen Terroristen aus dem Gaza-Streifen mit Tausenden von Raketen beschossen. Vor einer Woche hat die Hamas entschieden, die von Ägypten vermittelte Waffenruhe der letzten Monate endgültig zu zerstören.
Die unvermeidbare Militäroperation der israelischen Armee, die seit Samstag im Gange ist, dient dem langfristigen Schutz israelischer Bürger im Süden des Landes. Zu diesem Zweck soll die Infrastruktur des Terrors im Gaza-Streifen zerstört und der Hamas sowie ihren Verbündeten die Möglichkeit entzogen werden, Raketen und Mörsergranaten abzuschießen und andere Terrorakte zu verüben.
Die Waffenruhe wurde von der Terrororganisation Hamas nicht nur zur Fortsetzung des Terrors gegen israelische Bürger, sondern auch zur massiven Aufrüstung genutzt. Dies zeigt sich an dem sprunghaft angestiegenen Waffenschmuggel und der Erweiterung des Arsenals von Raketen mit immer längerer Reichweite.
Die Hamas missbraucht Zivilisten nicht nur als Zielscheiben (auf israelischer Seite), sondern auch als menschliche Schutzschilde (auf palästinensischer Seite), indem sie ihre Operationszentren inmitten von Bevölkerungszentren in Gaza platziert. Israel ist hingegen darum bemüht, die Verletzung von Zivilisten zu vermeiden. Die Verantwortung für zivile Opfer liegt einzig und allein bei der Hamas.
Beim Großteil der Opfer der gegenwärtigen Militäroperation im Gaza-Streifen handelt es sich jedoch ohnehin um Terroristen der Hamas.
Ohne Frage stellt die absichtliche Platzierung militärischer Ziele im Herzen bewohnter Gebiete durch die Hamas eine ernsthafte Verletzung des internationalen Rechts dar. Demgegenüber anerkennt das internationale Recht das Recht auf Selbstverteidigung, wie es Israel derzeit für sich in Anspruch nimmt.
Wer auch immer Israel dazu aufruft, die Kampfhandlungen einzustellen, muss sich an die Adresse der Hamas wenden. Sobald sie das Feuer einstellt, wird auch Israel dies tun.
Die vom Iran unterstützte Hamas will die Zerstörung Israels. In ihrer Charta vom 18. August 1988 propagiert die Terrororganisation dies als ihr zentrales Ziel. (http://berlin.mfa.gov.il/mfm/web/main/document.asp?DocumentID=37150&MissionID=88)
Im Gegensatz dazu möchte Israel lediglich seine Bürger vor der Bedrohung des palästinensischen Terrors schützen. Israel hat den Gaza-Streifen im Sommer 2005 nicht vollständig verlassen, um in ihn zurückzukehren.

Stellungnahme von Präsident Peres
Israels Präsident Shimon Peres hat am Sonntag zur Operation „Gegossenes Blei“, dem israelischen Angriff auf die terroristische Infrastruktur der Hamas in Gaza, und dem andauernden palästinensischen Raketenbeschuss auf Bevölkerungszentren in Südisrael Stellung genommen:
„Die Geschichte ist einfach. Israel hat Gaza vollständig verlassen, aus eigenem freiem Willen, zu einem hohen Preis. In Gaza befindet sich kein einziger israelischer Zivilist oder Soldat. Unsere Siedlungen in Gaza wurden geräumt, was uns sehr viel gekostet hat. Wir mussten 45 000 Polizisten mobilisieren, uns unsere Siedler dort herauszuholen. Wir haben 2.5 Millionen $ dafür ausgegeben. Die Übergänge waren geöffnet. Geld wurde nach Gaza transferiert. Wir haben Hilfe unterschiedlichster Art angeboten – wirtschaftliche, medizinische und andere. Wir haben sehr darauf geachtet, der Zivilbevölkerung in Gaza nicht das Leben zu erschweren. Noch immer habe ich keine einzige Person gehört, die mir vernünftig erklären konnte, warum sie Raketen auf Israel abfeuern; was die Gründe sind, was das Ziel.
Ich muss auch betonen, dass das Erstaunliche an Israel die Zurückhaltung der Armee und die Einigkeit der Bevölkerung sind. Die Armee hat gewartet und gewartet; die Palästinenser baten um eine Waffenruhe, und wir stimmten zu. Sie selbst haben die Waffenruhe verletzt. Abermals wussten wir nicht warum, bis es zu einem Punkt kam, an dem wir keine andere Wahl mehr hatten, als dem ein Ende zu setzen. Die Operation ist sorgfältig vorbereitet worden, und die Armee ist ihren Grundsätzen treu geblieben, namentlich bei der Präzisierung der Ziele und der Rücksichtname auf das Leben von Zivilisten. Es gibt ein Problem, da viele der Bomben in Privathäusern gelagert sind. Wir haben die Besitzer der Häuser kontaktiert, damit die dort weilenden Personen sie verlassen können. Ihr könnt nicht zwischen den Bomben leben. Wir müssen die Quellen der Bomben austrocknen.
Israel hat keinerlei Ambitionen in Gaza. Wir haben uns aus freien Stücken zurückgezogen. Uns ist nie der Gedanke gekommen, nach Gaza zurückzukehren. Es ist vorbei. Aber wir können nicht zulassen, dass Gaza eine permanente Basis der Bedrohung und selbst der Ermordung von Kindern und unschuldigen Menschen in Israel aus Gott weiß was für Gründen wird. Ich fühle, dass wir in unseren Herzen keinen Hass auf die Bevölkerung Gazas empfinden. Ihr Leiden macht uns keine Freude. Im Gegenteil, wir fühlen: Je besser es ihnen geht, desto bessere Nachbarn werden wir haben. Nun, da die Hamas die arabische Welt um Hilfe bittet, muss sich in Wahrheit die arabische Welt an die Hamas wenden. Wenn die Hamas damit aufhört, wird keine Hilfe mehr nötig sein. Alles kann zur Normalität zurückkehren: offene Übergänge, freies Wirtschaftsleben, keine israelische Intervention, keine israelische Beteiligung an Umschwüngen in Gaza.
Als Nation fühlen wir uns vereint. Die ganze Nation unterstützt mit ganzem Herzen die Armee, ihr Vorgehen, ihre Zurückhaltung, Ihre Differenzierung und ihr Verantwortungsbewusstsein. Der große Gewinner kann die Vernunft sein, und die Vernunft wird zum Frieden führen. Wir sind sehr ernst, in einer ernsten Stimmung. Viele unserer Kinder sind noch immer in Schutzräumen, und wir wünschen Ihnen, ebenso wie den Kindern in Gaza, dass sie wieder freie Luft atmen können. Das ist die Geschichte, und wer immer uns darum bittet, das Feuer einzustellen, muss sich an eine andere Adresse wenden. Man wende sich an die Hamas und rufe sie dazu auf, das Feuer einzustellen – dann wird nicht mehr geschossen werden.“

Israels Außenministerin Tzipi Livni hat am Sonntag in Sderot Angehörige des diplomatischen Korps über die aktuelle Lage in Gaza und Südisrael unterrichtet:

„Dies ist nicht das erste Mal, dass wir uns in Sderot treffen. Ich weiß, dass die Welt Verständnis zeigt, wenn immer Israel angegriffen wird. Die israelische Regierung muss ihren Bürgern Antworten liefern. Israel hat den Gaza-Streifen vor einigen Jahren verlassen. Die Idee war, dass Gaza den Anfang eines Palästinenserstaates bilden würde. Dies ist nicht eingetreten, weil die Hamas die Kontrolle im Gazastreifen übernommen hat. Die Hamas ist eine Terrororganisation mit einer radikalen Ideologie und sie ist nicht bereit, die Forderungen der internationalen Gemeinschaft zu erfüllen. Die Hamas ist der Feind. Sie ist nicht nur ein Problem für uns allein, sondern auch für alle Palästinenser in der Region und für jeden, der unsere Werte teilt. Die einzige Möglichkeit, Frieden zu erreichen, ist die Bekämpfung des Terrorismus und der Gegner des Friedensprozesses. Es ist die Hamas, die dem Frieden, der jedermanns Ziel sein sollte, Hindernisse in den Weg legt. Die Hamas ist illegitim, und ihre Herrschaft über den Gaza-Streifen ist illegitim. Die Hamas wünscht ein Nullsummenspiel. Der Kampf ist nicht zwischen Israel und Hamas, sondern zwischen Gemäßigten und Extremisten.
Verantwortliche Führung bedeutet, aufzustehen und klar zu sagen: Die Hamas ist verantwortlich. Die Hamas herrscht im Gaza-Streifen und hat die dortige Bevölkerung in Gefahr gebracht. Manchmal ist es nicht einfach. Die Hamas manipuliert die Situation, um weiteren Hass zu schüren. Israel hat den Gaza-Streifen verlassen – nicht, um dorthin zurückzukehren, sondern weil ein Staat manchmal den Punkt erreicht, an dem es keine andere Wahl gibt.
Genug ist genug. Wir haben Zurückhaltung gezeigt. Die sechsmonatige Waffenruhe wurde täglich verletzt – von der Hamas. Die Hamas dachte, Israel würde nichts unternehmen und die internationale Gemeinschaft nur Druck auf Israel ausüben. Ich hoffe, dass sie sich geirrt haben; jemand muss ihnen zeigen, dass sie sich geirrt haben. Als Folge unserer Zurückhaltung besitzt die Hamas nun Langstreckenraketen. Und wir müssen die Fragen unserer Bürger beantworten.
Wir haben bewiesen, dass wir Ruhe wollen. Wir brauchen jedoch die Unterstützung der internationalen Gemeinschaft. Das ist die einzige Möglichkeit, die Realitäten zu verändern. Die Gleichung muss geändert werden, und um dies zu erreichen, müssen wir Gewalt anwenden. Die Hamas nutzt all ihre Macht, um Zivilisten zu schaden. Die meisten Menschen, die bei dem Einsatz der Israelischen Verteidigungsstreitkräfte getötet wurden, trugen Uniformen. Wir hatten Zivilisten zuvor aufgefordert, die bombardierten Orte zu verlassen. Um eine konkrete Veränderung zu erreichen, muss die internationale Gemeinschaft klar unterscheiden zwischen Hamas und Israel – und Druck auf die Hamas ausüben.
Ich akzeptiere nicht die Aufrufe zu einem beiderseitigen Waffenstillstand. Es gibt keine Gleichwertigkeit zwischen Israel und der Hamas. Die Hamas ist eine Terrororganisation, und Israel ist ein Staat, der sich verteidigt. Die einzige Möglichkeit, diesen Einsatz zu verkürzen, ist klarzumachen, dass Israel das Recht auf Selbstverteidigung besitzt und dass die internationale Gemeinschaft Israel in der Konfrontation mit der Hamas unterstützt.“

Mor: Wir müssen unsere Bürger schützen

Israels Gesandter in Deutschland, Ilan Mor, hat sich heute im ZDF-Morgenmagazin Fragen zur aktuellen Lage im Konflikt zwischen Israel und der Terrororganisation Hamas gestellt. Dabei unterstreicht er die Verpflichtung Israels, seine Bürger vor dem Terror in Schutz zu nehmen.

Reaktionen aus Deutschland
Bundeskanzlerin Angela Merkel hat in einem Telefonat mit Israels Ministerpräsident Ehud Olmert eindeutig Stellung zur aktuellen Situation bezogen. Hierbei betonte sie, dass die Hamas die alleinige Verantwortung an der Eskalation trage. Wie der Vize-Regierungssprecher Thorsten Steg betonte, wies Merkel deutlich darauf hin, dass bei der Beurteilung der Situation nicht Ursache und Wirkung vertauscht werden oder in Vergessenheit geraten dürften.
Die Bundesregierung fordert die Hamas auf, den Raketenbeschuss der israelischen Städte und Ortschaften einzustellen und auch die Hilfslieferungen an den Übergängen zum Gaza-Streifen nicht zu beschießen.
Bundesaußenminister Frank-Walter Steinmeier äußerte bereits am ersten Tag der Militäroperation gegenüber Israels Außenministerin Tzipi Livni: „Ich bin sehr besorgt über die Eskalation der Gewalt im Nahen Osten. Für die einseitige Aufkündigung der Waffenruhe mit Israel durch die Hamas fehlt der Bundesregierung jedes Verständnis. Hamas muss den unerträglichen Raketenbeschuss auf Israel sofort und dauerhaft einstellen!“
Die deutsche und österreichische Sektion der Scholars for Peace in the Middle East (SPME) hat ebenfalls eine Presseerklärung veröffentlicht, in der sie deutlich macht, dass die Hamas unter Verletzung der Genfer Konvention Zivilisten als Schutzschilde missbraucht, indem sie ihre Abschussvorrichtungen in dicht bevölkerten Gebieten versteckt und damit zivile Opfer unvermeidlich macht.
Ein Aktionsbündnis in Hamburg ruft zu einer Lagebesprechung am morgigen Dienstag auf: „Gerade in Zeiten wie diesen lassen sich Freundschaft und Solidarität messen. In Zeiten wie diesen müssen wir stärker und lauter denn je sagen, was wir denken und warum Israels Handeln gerechtfertigt und notwendig ist. Israel braucht unsere Solidarität mehr denn je, zeigen wir dass wir fest an seiner Seite sind.“

Raketenangriffe auf Südisrael – ein Toter, unzählige Verletzte

Unaufhörlich feuern palästinensische Terroristen aus dem nördlichen Gaza-Streifen mit Raketen und Mörsergranaten auf den Süden Israels. Bis zum Nachmittag waren es bereits mehr als 60. In der Küstenstadt Ashkelon wurde heute Morgen ein israelischer Araber durch den Einschlag einer Grad-Rakete getötet; mindestens 16 Menschen wurden verletzt. Bei dem Todesopfer handelt es sich um den 27jährigen Bauarbeiter Hani al-Mahdi aus dem Dorf Ar’ur im Negev.

Auch in der Kleinstadt Sderot und ihrer Umgebung gingen zahlreiche Raketen nieder. Ein älteres Ehepaar erlitt einen Schock, als eine Rakete in ihrem Vorgarten einschlug.

Raketenstatistik für 2008
Das Jahr 2008 war ein ‚Rekordjahr‘ in Bezug auf den Einschlag von Raketen und Mörsergranaten auf israelischem Territorium. Ingesamt waren es mehr als 2900.
Im April 2001 schossen palästinensische Terroristen aus dem Gaza-Streifen erstmals eine Rakete auf Israel ab. Bis Juli 2008 folgten dann 3483 Raketen und 3856 Mörsergranaten. Allein zwischen dem Tag der Machtergreifung der Terrororganisation Hamas im Gaza-Streifen Mitte Juni 2007 und Mitte Juni 2008 landeten 1508 Raketen und 1799 Mörsergranaten im westlichen Negev.
Zwischen dem 4. November und dem 22. Dezember 2008 wurden 225 Raketen und 154 Mörsergranaten gezählt.

Humanitäre Hilfslieferungen nach Gaza
Der Übergang Kerem Shalom ist am Sonntagvormittag für humanitäre Hilfslieferungen in den Gaza-Streifen geöffnet worden. Damit unterstreichen die Israelischen Verteidigungsstreitkräfte (ZAHAL), dass sie sich ihrer Zusicherung verpflichtet fühlen, der palästinensischen Zivilbevölkerung im Gaza-Streifen während der Operation Gegossenes Blei zu helfen.

23 Lastwagen mit humanitären Hilfsgütern sind auf Gesuch des Roten Kreuzes, der UNRWA, des UN-Welternährungsprogramms (WFP), des Gesundheitsministerium der Palästinensischen Autonomiebehörde (PA) in Ramallah und privaten palästinensischen Geschäftsleuten in den Gaza-Streifen geschickt worden. Der Warentransfer soll die Woche über fortgeführt werden.

Abbas: Hamas für die Gewalt verantwortlich
Der Präsident der Palästinensischen Autonomiebehörde (PA), Mahmoud Abbas, hat am Sonntag in Kairo der Hamas die Schuld für die Gewalt im Gaza-Streifen zugewiesen. Wiederholt habe er versucht, die Hamas davon zu überzeugen, die Waffenruhe nicht aufzukündigen. Die Gewalt im Gaza-Streifen hätte verhindert werden können, wenn die Hamas die Waffenruhe nicht gebrochen hätte.
In einer gemeinsamen Pressekonferenz mit Ägyptens Außenminister Ahmad Abu al-Gheit sagte er: „Ich sage ganz ehrlich, wir haben Kontakt mit den Führern der Hamas im Gaza-Streifen aufgenommen. Wir haben mit ihnen ganz ehrlich und direkt gesprochen, und danach haben wir indirekt mit ihnen gesprochen, über mehr als eine arabische und nicht-arabische Seite… Wir haben mit ihnen am Telefon gesprochen und gesagt: Wir bitten euch darum, stoppt die Waffenruhe nicht, die Waffenruhe muss weitergehen und darf nicht aufhören, um zu vermeiden, was passiert ist, und hätten wir es nur vermieden.“

Hamas ruft zur Ermordung von Israelis auf
Während sich die Terrororganisation Hamas als Opfer stilisiert, stellt sie sich weiterhin auch als heroischen Mörder von Israelis dar. In ihrem eigenen Fernsehsender strahlte sie am Sonntag Aufnahmen von auf Israel schießenden Hamas-Kämpfern mit Bildern von verletzten Israelis und von Totenköpfen aus.

Begleitet werden die Aufnahmen von Parolen wie: „Lasst sie den gewaltsamen Tod schmecken!“, „Schickt sie zur Hölle! Reißt sie in Stücke!“ und „Schick sie zur Hölle, Kassam-Rakete!“

Address by Vice Prime Minister and Minister of Foreign Affairs Tzipi Livni at the Knesset on the IDF operation in the Gaza Strip
Since this past Saturday morning, Israel has been fighting the terrorist rule of Hamas in the Gaza Strip in order to change the security situation in Israel – the situation in which the citizens of the western Negev and the entire State of Israel have been exposed to incessant bombing out of Gaza. These are days of ordeal, responsibility and considered judgment, and not days for criticism, factionalism and politics.
Esteemed Members of Knesset, these days the world is divided between moderates and extremists, between those who believe in live-and-let-live and those who try to impose their beliefs upon others, between people who wish to live in peace and people for whom hate, incitement, terror and violence are their daily routine, the basis for educating their children, and the voices emanating from some of their mosques.
These are the days when every individual in the region and in the world has to choose a side. And the sides have changed. No longer is it Israel on one side and the Arab world on the other. No longer is it a choice between the political process and hope, or a war on terror. Israel chose its side the day it was established; the Jewish people chose its side during its thousands of years of existence, and the prayer for peace is the voice sounded in the synagogues.
There is one thing I am unwilling to accept. Choosing peace does not mean surrendering to the radical and terrorist elements. And while fighting terror, it is forbidden to abandon the political process and hope. Choosing peace and life is part of the war on terror and extremism. And Israel’s side, the right side, is the side of all those who want to advance the peace process based on the idea of two states and everyone who understands that we need to fight against our common enemies.
Let no one make the mistake of thinking that our values, our aspirations for peace, and our commitment to democracy will prevent us from doing what we must do in order to protect each and every Israeli citizen. Israel is making it plain yet again today that its desire for peace is not a sign of weakness. Israel is proving that it has the ability, the will and the social and political cohesiveness to defend itself against those seeking to inflict harm upon it.
Many voices are making themselves heard throughout the world today in English, French and Arabic, and, in a clear, strong voice, we are telling them all the truth that is not broadcast on television in the Arab world – and this is the truth that needs to be voiced from this podium to the entire world.
The true conflict is between the extremist elements and the moderates in the region. Hamas is an extremist Islamic organization that does not represent any of the Palestinian people’s aspirations, but rather is ruling them for its own ends and purposes. Hamas does not recognize the existence of Israel or Israel’s right to exist here. It lives off fear and hate. Hamas receives support from Iran and Syria, in the form of money, weapons, and training. Hamas is a terrorist organization.
Israel is on the right side. We made a strategic decision to advance the peace process with those who have chosen the same side as us and wish to promote the idea of two states. We immediately made it clear that we can only succeed if at the same time we all take a stand against the terror and hate that Hamas represents.
When we made the decision to leave Gaza in order to disengage ourselves from responsibility for what was happening there and to create an opportunity for peace, we clarified at the time that Israel is not leaving the key to its life and security in the hands of whoever will be in charge there.
Hamas, which is ruling Gaza, refuses to accept the three conditions of recognizing Israel, renouncing terror, and accepting previous agreements. We will not accept the use of any similar language when it comes to Hamas and Israel. We are responsible for our security. Israel’s approach to security does cannot be put off to later. We retained the capability to respond, and that is exactly what we are doing today.
Israel has been under attack from Gaza for the past eight years. We did everything we could to prevent a deterioration of the situation. We agreed to the calm that was immediately violated by Hamas when it refused to advance the release of Gilad Shalit, continued to arm itself, and continued firing. The calm was violated by Hamas. Hamas is the party responsible for violating the calm; and whoever has given Hamas support, assistance and refuge is today paying the price.
Israel is entitled to defend itself against any attempt to harm its sovereignty, the well-being of its residents and the security of its citizens. Israel’s actions fulfill its basic right to self defense. Hamas is a terrorist organization – and we are treating it as such.
Israel is acting against Hamas and not against the Palestinian population. Israel would like to reiterate to anyone with complaints about the population, to redirect them to the party directly responsible for the population’s situation – Hamas, which is holding the population hostage.
Israel has done everything possible to avoid the moment at which it would be forced to take action, but that moment finally came. We will make the most of it, in order to change the equation.
Israel is waging a struggle, but this struggle is not Israel’s alone. Israel is standing on the frontlines of the Western world’s war against terror, and we expect support for doing the right thing and fighting the war of the entire free world.
It is true: the pictures broadcast on television all over the world are provoking harsh public opinion against Israel. Unfortunately, some of the world’s decision makers are swayed by public opinion and the media, even though they know what is true and what is not, and how they would act in a similar situation.
From this podium, I call upon the world’s leaders, and particularly those from the Arab world – those who understand that the threat does not come from Israel but from the radical elements in the world, headed by Iran; those who know what Hamas really is; those who know that Hamas is a problem for the entire Palestinian people and not just Israel’s problem. They know that as long as Hamas rules in Gaza, Gaza cannot be part of a Palestinian state. They know that the road to peace passes through the war on terror, extremism, hate and incitement, which means a war against Hamas and those like Hamas.
It is the leader’s responsibility to make choices. Leadership has the power and the responsibility to do what is right, even if runs counter to public opinion, and this is the test of what is right.
This is also a test of the leadership of the Arab public in Israel. You are leading the Arab population here on a thin rope. The thin line between what is allowed and what is forbidden must not be crossed – between legitimate and illegitimate, between right and wrong. Each of you must choose a side, and the choice is between Arab and Jew. The right side is the State of Israel along with all the moderate elements in the region, including the lion’s share of the Palestinian public and the Arab world. Then there is the side of terror and extremism. There is no middle ground.
Yesterday I was in Sderot with the foreign ambassadors, and the mayor told them a story that I would like to share with you as well. Schoolchildren who wanted to prove their rabbi wrong held a butterfly in their hands and asked him if it was alive or dead. If he said alive, they would crush it; if he said dead, they would open their hands and set it free. Upon being asked, the rabbi responded, „It is in your hands. If you wish, it will live. If you wish, it will die.“
Israel knows how to rally together when it is fighting for its own. A country must protect all its citizens. On the way here, I heard that Hamas has announced that the man killed by the rocket strike in Ashkelon was a Zionist, although he was actually an Israeli Arab. They don’t make that distinction.
We have conducted ourselves with unsurpassed restraint. We grinded our teeth, bit our lips, unturned every stone, to prevent the need for widespread action. However, our responsibility is to the safety of our children, their right to walk to school and kindergarten. Living quietly is the right of every person on this earth. This parliament, like this entire nation, needs to be united and to send out our thanks to the IDF, to the members of Israel Security Agency, and to all those fighting and protecting the home front. The home front that has become the front line in recent years, and to which we must restore peace of mind.

MFA –  FM Livni briefs foreign diplomats in Sderot
On Sunday, 28 December, FM Tzipi Livni met in Sderot with foreign diplomats serving in Israel and briefed them on events in Gaza and the situation in southern Israel. Following are excerpts from the briefing.

This is not the first time we have met in Sderot. I know that the world is sympathetic whenever Israel is being attacked. The Israeli government must supply answers to its citizens.
Israel left the Gaza Strip years ago. The idea was that Gaza would be the beginning of the Palestinian state. That didn’t happen, because Hamas seized control of the Gaza Strip. Hamas is a terrorist organization with a radical ideology and it’s not willing to accept the demands of the international community. It is the enemy.
But Hamas is not our problem alone; it is also a problem for all the Palestinians in the region and for anyone who shares these values. The only way to achieve peace is by confronting terrorism and the opponents of the peace process. Hamas is the one placing obstacles in the path of peace, which should be everyone’s goal. Hamas is illegitimate and its control of the Gaza Strip is illegitimate; it wants a zero sum game. The struggle is not between Israel and Hamas, but between moderates and extremists.
The role of the world leaders is to stand up and announce clearly: Hamas is responsible. Hamas is the ruler and Hamas put the population of Gaza in danger. Sometimes it’s not easy. Hamas is manipulating the situation in order to spread more hatred.
Israel left the Gaza Strip, not in order to return, but because a state sometimes reaches a point where there is no other choice. Enough is enough. We demonstrated restraint. Six months of calm were violated on a daily basis – by them. Hamas thought that Israel wouldn’t do anything and that the international community would put pressure only on Israel. I hope that they were wrong; someone has to show them that they were wrong. We have paid the price for our restraint in long-range missiles, and we have to answer to our citizens.
We proved that we want quiet. However, we need the support of the international community; that’s the only way to change the reality on the ground. The equation has to be changed, and, in order to do that, we must use force.
Hamas uses its power to harm civilians. Our actions are designed to minimize the harm to civilians. Most of the people killed in the current IDF operation were wearing uniforms. We told the civilians to evacuate the places that were bombed. In order to make a change on the ground, the international community has to make the distinction between Hamas and Israel, and to put pressure on Hamas.
I don’t accept the calls for a joint ceasefire. There is no equivalence between Israel and Hamas. Hamas is a terrorist organization and Israel is a state defending itself. The only way to shorten this operation is to make clear that Israel has the right to defend itself and that the international community supports Israel in its confrontation with Hamas. This is not a case in which the neighborhood bully is in charge and extremism triumphs. This is the message that you must convey. It’s like a reversal of the David and Goliath story in which the strong exercises restraint in facing the weak.

Israeli injured from rocket attack in Ashkelon

Iran-backed Palestinian terrorists in Gaza killed three Israelis in separate rocket attacks on Israeli cities Monday (Dec. 29). One of the dead was an Israeli-Arab construction worker in Ashkelon; 16 others were wounded in that attack. In the city of Ashdod, a woman was killed at a bus stop; four others were wounded. The third attack killed an Israeli in the western Negev; seven others were wounded. [1]
Later on Monday, rockets struck the Israeli cities of Ofakim and Yavneh; Yavneh – which lies 22 miles (35 km) from Gaza – is the northernmost Israeli city ever hit by Gaza rockets. [2]
In addition to the 27-year-old construction worker killed by the Grad rocket in Ashkelon Monday morning, a number of the other workers also were Israeli Arabs. Five of the injured are in serious condition. [3]
Nir Marciano, who lives across the road from where the rocket struck in Ashkelon said, „I heard a small blast followed by a bigger one, which rocked the house and the windows. It was simply terrifying. The blast was so strong it blew me inside.“ [4]
The Hamas attack on Ashdod marked the first time that city has been hit by missiles fired from Gaza. The woman who was killed had run into a bus station seeking shelter after a rocket warning siren sounded; she died of shrapnel wounds. Of the four others wounded in that attack, one sustained serious injuries. [5]…

BICOM Analysis: The purpose of Israel’s Gaza operation
Key Points
Israel’s immediate goal in this operation is to contain the threat from Hamas, rather than to destroy the regime.
Hamas has forced Israel to act militarily by abandoning the ceasefire weeks before it officially ended, and extending the range of its rockets to threaten 500,000 Israeli civilians. Its overconfidence led it to the misperception that it could use rocket attacks to push Israel to more concessions.
As a democracy, accountable to its civilians, the Israeli government cannot ignore the demands of its civilians to protect them from attack.
Hamas’s entrenched control of Gaza and its use of the ceasefire to smuggle in longer range rockets, has left Israel with little choice but to push back the Hamas threat as a short term solution. The alternative, a full scale reoccupation of Gaza to topple the Hamas regime, threatens too high a cost in military and civilian losses.

BICOM Briefing: Humanitarian aid into Gaza
In the past two days Israel has ordered the transfer of humanitarian aid into the Gaza Strip, while terror groups fired approximately 40 rockets and mortar rounds into Israel.
23 trucks of humanitarian aid were sent to the Gaza Strip following the request of the Red Cross, the UNRWA, the World Food Programme (WFP), the Health Ministry of the Palestinian National Authority in Ramallah, and private Palestinian merchants. Additional three Red Cross trucks carrying humanitarian aid passed into the strip this afternoon.
The transfer of aid proves Israel’s intention to minimise the impact of the latest escalation on the civilian Palestinian population in Gaza. Israeli President Shimon Peres stressed during a public address yesterday that „the operation
was planned carefully and the army was true to its principles: namely, to be precise in its targets and careful not to hit civilian life.“

JCPA – Did Israel Use „Disproportionate Force“ in Gaza? – Dore Gold
Israeli population centers in southern Israel have been the target of over 4,000 rockets, as well as thousands of mortar shells, fired by Hamas and other organizations since 2001. Rocket attacks increased by 500 percent after Israel withdrew completely from the Gaza Strip in August 2005. During an informal six-month lull, some 215 rockets were launched at Israel.
The charge that Israel uses disproportionate force keeps resurfacing whenever it has to defend its citizens from non-state terrorist organizations and the rocket attacks they perpetrate. From a purely legal perspective, Israel’s current military actions in Gaza are on solid ground. According to international law, Israel is not required to calibrate its use of force precisely according to the size and range of the weaponry used against it.
Ibrahim Barzak and Amy Teibel wrote for the Associated Press on December 28 that most of the 230 Palestinians who were reportedly killed were „security forces,“ and Palestinian officials said „at least 15 civilians were among the dead.“ The numbers reported indicate that there was no clear intent to inflict disproportionate collateral civilian casualties. What is critical from the standpoint of international law is that if the attempt has been made „to minimize civilian damage, then even a strike that causes large amounts of damage – but is directed at a target with very large military value – would be lawful.“…

Zum zweiten Mal in seiner Amtszeit hat Israels Regierungschef Ehud Olmert am Wochenende einen Krieg angeordnet, diesmal gegen die Hamas im Gaza-Streifen. Während die Hamas ihren politisch unvernünftigen und militärisch sinnlosen Raketenbeschuss intensivierte und die israelischen Drohungen darob immer unverhohlener wurden, ließen sich die Großmächte nicht davon abhalten, ihre vermeintlich auf gutem Wege befindliche Nahoststrategie zu feiern. Selten war Diplomatie zynischer. In diesem Lichte sollten denn auch alle Reaktionen auf das Blutbad von Gaza gesehen werden. Den spontan in Beirut, Kairo und anderswo demonstrierenden Menschen ist ihre Entrüstung gewiss abzunehmen. Auf Schildern waren Aufschriften zu lesen wie „Nieder mit Israel“ und „Kindermörder“.

Berlin – Die Sprechchöre klangen martialisch: „Frauenmörder Israel, Kindermörder Israel“ und „Intifada bis zum Sieg“ skandierten gestern rund 2000 zumeist arabischstämmige Demonstranten auf dem Kurfürstendamm. Um 15 Uhr hatten sich die Protestierenden auf dem Adenauerplatz versammelt, um ein Ende der israelischen Militärangriffe auf Gaza zu fordern. Einige Jugendliche hatten sich vermummt, doch es blieb bis zum Ende friedlich.
Angemeldet hatte die Demonstration die palästinensische Gemeinde in Berlin. Mitorganisator Nabil Rachid, 57, ist selbst Palästinenser und kam vor 36 Jahren nach Deutschland. Er wünscht sich eine „Waffenruhe auf allen Seiten“, also auch einen Stopp der Raketenangriffe auf Israel. Rachid telefoniert täglich mit Freunden in Gaza. „Ich weiß, dass ihnen bis jetzt nichts passiert ist, aber sie können sich nicht vor den Luftangriffen schützen.“
Der Protest war die erste größere Demonstration in Berlin seit Beginn der Kampfhandlungen. Am Sonntag hatten sich lediglich 40 Menschen zu einer Spontankundgebung am Brandenburger Tor versammelt. Die arabische Welt reagiert mit Empörung und Ratlosigkeit auf die israelischen Angriffe. Ein Treffen der Außenminister der Arabischen Liga, das am Sonntag stattfinden sollte, wurde auf Mittwoch verschoben. Der Chef der Palästinenser-Verwaltung, Mahmud Abbas, beriet in Kairo mit dem ägyptischen Präsidenten Hosni Mubarak über die Lage. Auf einer Pressekonferenz mit Abbas sagte Ägyptens Außenminister Ahmed Abul-Gheit, sein Land tue alles, um die Entwicklung unter Kontrolle zu bringen und eine neue Waffenruhe zu erlangen.
Abbas wiederum rief zur Einheit aller Palästinenser auf. Er regiert an der Spitze seiner Fatah das besetzte West-Jordan-Land, während die rivalisierende Hamas die Macht über Gaza ausübt. TRIPOLI, Dec 28 (Reuters) – Libyan leader Muammar Gaddafi on Sunday accused Arab leaders of a „cowardly“ response to Israeli attacks on the Gaza Strip.
He said they had failed to support the Palestinians in the enclave beyond offering humanitarian aid or discussing a possible Arab summit.
„These characters should be ashamed of themselves. They are trading on the name of the Palestinian cause with their cowardly, weak and defeatist stands,“ said Gaddafi, referring to Arab leaders and their attempts to find a common position on the Israeli raids.
Gaddafi was addressing a gathering of his supporters on Saturday.

TEHRAN – Iran’s Supreme Leader Ayatollah Ali Khamenei issued a religious decree to Muslims around the world on Sunday, ordering them to defend Palestinians against Israel’s attacks on Gaza, state television said.
„All Palestinian combatants and all the Islamic world’s pious people are obliged to defend the defenceless women, children and people in Gaza in any way possible. Whoever is killed in this legitimate defence is considered a martyr,“ state television quoted Khamenei as saying in a statement.
Israel launched air strikes on Gaza for a second day on Sunday and has killed more than 270 people in one of the bloodiest days in 60 years of conflict between the Palestinians and the Jewish state.

IRGC official Abdollah Eraghi stated that many members of the Basij have volunteered to liberate Jerusalem.
The IRGC weekly Sobh-e Sadeq advised the Palestinians to carry out martyrdom operations, since they would be sore blows to Israel and the international community would receive them with understanding.
In Iranian universities, volunteers registered to carry out suicide operations against Israel (271 students registered in Amir Kabir University in Tehran).

The head of Iran’s parliamentary national security committee, Alaeddin Boroujerdi stated that Israel’s present actions were like Hitler’s actions in Second World War, and that Israel would therefore share his fate.
Iranian MP Ali Motahari called on the Muslim countries to declare war on Israel with the aim of destroying it.
Ali Akbar Mohtashemi-Pour, secretary-general of the Iranian International Committee for the Support of the Palestinian Intifada, said that Egyptian President Hosni Mubarak had been informed of the attack in advance by Israeli FM Tzipi Livni.
He stressed that the Muslim nations were ready to perform acts of self-sacrifice for the sake of the Palestinians, but that their leaders, „agents of the Americans,“ prevented them from doing so.
The Iranian Basij announced that it was willing to aid the Palestinians by forming the „Army of the Islamic World,“ and accused some Arab leaders of treason and of collaborating with Israel in the attack on Gaza.
Supreme Leader Ali Khamenei declared Monday (December 29, 2008) a day of mourning over the events in Gaza.

Addressing the Christian world, Ayatollah Kashani questioned, „Why have you kept silence against so much human crimes committed by Zionists in Gaza? How will you be responsible before history for such atrocities? How will you wipe the stain off history?“
He said that the Zionists‘ intervention in the destiny of the Christian states and their rule over countries is a „deplorable“ situation, especially for the U.S.
He added that Christians should not think of themselves but of others too.

Israeli Foreign Minister: Hamas Should Be Condemned by the International Community – Sharon Otterman
Israeli Foreign Minister Tzipi Livni told America’s Sunday morning talk shows that Hamas, not Israel, „is the one who needs to be condemned by the international community.“ Livni said on „Fox News Sunday“ that the assault in Gaza „is needed in order to change the realities on the ground, and to give peace and quiet to the citizens in southern Israel.“ She said that until Hamas recognized Israel’s right to exist and ceased rocket attacks against Israel, they remained terrorists who needed to be acted against.
„We are targeting Hamas, we are not looking for civilians to kill,“ she said on NBC’s „Meet the Press.“ Israel had warned Palestinian civilians to leave places where Hamas officials and fighters were known to be located. „The one who needs to be condemned by the international community is Hamas,“ she continued. „Israel is a state that implements its right to defend itself and its citizens.“ The Bush administration has been supportive of the assault, condemning Hamas for its repeated rocket and mortar attacks against Israel in recent weeks. With Strikes, Israel Reminds Foes It Has Teeth – Ethan Bronner
Israel’s military operation in Gaza is aimed primarily at forcing Hamas to end its rocket barrages and military buildup. But it has another goal as well: to re-establish Israeli deterrence.
Mark Heller, a senior researcher at the Institute for National Security Studies at Tel Aviv University, said there was a deep feeling among average Israelis that the country had to regain its deterrent capacity after the 2006 Lebanon war. „There has been a nagging sense of uncertainty in the last couple years of whether anyone is really afraid of Israel anymore,“ he said. „The concern is that in the past…people didn’t mess with Israel because they were afraid of the consequences. Now the region is filled with provocative rhetoric about Israel the paper tiger. This operation is an attempt to re-establish the perception that if you provoke or attack, you are going to pay a disproportionate price.“
The risk to Israel in Gaza is that if the operation fails or leaves Hamas in the position of scrappy survivor or even somehow perceived as the victor, it could then dominate Palestinian politics over the more conciliatory and pro-Western Fatah movement for years to come. (New York Times)

Fear of Rockets Sends Israeli Hospital Underground – Aron Heller
Wary of a missile strike from nearby Gaza, Ashkelon’s Barzilai Hospital has moved its most essential departments into an underground bomb shelter. In February a rocket from Gaza landed adjacent to the hospital’s helicopter pad and in May a rocket crashed into a busy shopping mall in the city, injuring 14 people. On Saturday, Barzilai relocated the most vulnerable departments and placed its least mobile patients – such as those in the geriatric, infant and maternity wards – underground. On Sunday, two rockets fell in Ashkelon itself and another 22 in the surrounding district, as warning sirens sent doctors, patients and guests rushing for cover several times.
In Barzilai’s underground children’s ward, sick Gazans lay alongside sick Israelis. Dr. Ron Lobel, the hospital’s deputy director, said that his facility had close ties with Gaza’s Shifa hospital, and accepted many of its patients who need treatment the Gazan hospital cannot provide. (AP)

An Israeli man was killed Monday morning and ten were wounded when a Grad-type missile fired by Palestinians in Gaza hit a construction site in the center of Ashkelon. Most of those at the site were Arab construction workers from Rahat and the Galilee. (Jerusalem Post)

Two Katyusha rockets that Hamas fired deep into Israel on Sunday are the same type launched by Hizbullah during the Second Lebanon War, an Israel Police source said. One Katyusha hit in Gan Yavne, 35 km. north of Gaza, and the second struck near Ashdod, 40 km. from Gaza. Police sappers who analyzed the projectiles said they carried six to seven kilograms of explosives each, and identified them as 122-millimeter PIPE type-81 Katyusha rockets. The rockets contained metal balls designed to act as shrapnel, and the intended effects were visible at a nearby home which looked as if it had been sprayed with a machine gun. Air Force Hits Explosives Laboratories at Islamic University in Gaza – Yaakov Katz
The Israel Air Force on Monday targeted two laboratories at the Islamic University in Gaza City which served as research and development centers for Hamas‘ military wing. The development of explosives was done under the auspices of university professors. The IDF said rockets and explosives were stored in the buildings. On Sunday, Israel struck at 40 tunnels along the Philadelphi Corridor at the Egypt-Gaza border. The majority of the Palestinians killed in the raids have been policemen and gunmen belonging to Izaddin Kassam, human rights activists and medical sources said Sunday.
Israel decided Sunday to allow the transfer of 100 trucks into Gaza carrying donations of medical supplies and food from Jordan, Turkey and international organizations. Jerusalem: No International Pressure to End Gaza Operation – Herb Keinon
Israel is feeling „no real pressure“ from the international community to end the operation in Gaza, senior diplomatic officials said Sunday. Publicly, Israeli officials maintain, some world leaders – especially leaders of Muslim states or countries with large Muslim populations – must harshly condemn Israel’s actions to pacify public opinion, while privately they support them. Israeli officials pointed to the tepid statement that emerged from the UN Security Council as proof that serious pressure on Israel to end the operation had not yet begun.
According to the Syrian press, Syria notified Turkey it was ceasing all indirect talks with Israel as a result of the operation. In any event, the last round of indirect talks was held in July. (Jerusalem Post)

Key Arab States Hope for Weakened Hamas – Zvi Barel
Judging by Arab leaders‘ statements to the media, or the slogans shouted by demonstrators in several Arab capitals, one might have thought that Egypt, not Israel, was the one waging war in Gaza. Thus far, Hamas has not succeeded in generating an Arab diplomatic initiative that would lead to a renewed cease-fire on its terms. Egypt and Saudi Arabia, which view Hamas as an Iranian ally whose goal is to increase Tehran’s regional influence at their expense, prefer to wait a bit in the hopes that Israel’s military operation will strip Hamas of its ability to dictate terms. And without those two states, the Arab League will have trouble even convening an emergency summit. The absence of such a summit indicates that Arab solidarity with the Palestinians is crumbling under Hamas‘ leadership.
Cairo is still furious with Hamas for having torpedoed Egyptian-sponsored reconciliation talks between Hamas and Fatah in November, while Saudi Arabia is wary of launching any new initiative after the reconciliation agreement it brokered between Hamas and Fatah in 2006 collapsed into bloodshed nine months later. Palestinians Need Israel to Win – Michael B. Oren and Yossi Klein Halevi
Israel’s current operation in Gaza is essential for creating the conditions that could eventually lead to a two-state solution. Gaza is a test case of Israel’s ability to restore its deterrence power and uphold the principle that its citizens cannot be targeted with impunity. Without the assurance that they will be allowed to protect their homes and families following any future withdrawals from the West Bank, Israelis will rightly perceive a two-state solution as an existential threat. In addition, Israelis will be unwilling to cede strategically vital territories – including on the Golan Heights – in an international environment in which any attempt to defend themselves will be denounced as unjustified aggression.
Israel must be allowed to conclude this operation with a decisive victory over Hamas; the untenable situation of intermittent rocket fire and widespread arms smuggling must not be allowed to resume. This is an opportunity to redress Israel’s failure to humble Hizbullah in Lebanon in 2006, and to deal a substantial setback to another jihadist proxy of Iran. The Recklessness of Hamas – Seth Freedman
For all that I regularly sound off about almost every facet of Israeli policies towards the Palestinians, I struggle to see what option Israel’s leaders had, other than to take the kind of action that they took this weekend. With Hamas refusing to lay down their weapons and resuming their attacks on Israeli civilians, it was plain that Israel was being invited, if not provoked, into an operation to cut the head off the hydra. With tens of thousands of Israeli men, women and children within range of the Kassam rockets, public opinion would demand action to protect those in the line of fire. I suspect that Israel’s response was no different to that which citizens of any other state would demand of their leaders in similar circumstances. (Guardian-UK)

Egypt Police Repel Palestinians on Tense Gaza Border (AFP-France 24)
Egyptian police fired in the air near the Gaza border town of Rafah on Sunday to prevent Palestinians entering Egypt after Israel launched air strikes to destroy tunnels along the tense frontier. „Dozens of civilians tried to break through the Barahma crossing,“ an official said.
An Egyptian security official said there were at least five breaches along the 9-mile border and hundreds of Palestinian residents were pouring in. Residents also commandeered a bulldozer to open new breaches. (Ha’aretz)

„One civilian was killed and 16 were wounded when a suicide bomber blew himself up when he rode his bicycle into the middle of an anti-Israeli demonstration in the city“ of Mosul, Iraq, local police Major Wael Rasheed said. The protest was sponsored by the Sunni Iraqi Islamic Party (IIP).
Mosul, the country’s second largest city, is believed to be the last urban stronghold of Al-Qaeda in Iraq.

„Martyrdom is bliss,“ a child hostess says, referring to a 14-year-old suicide killer.
The clips show incessant indoctrination that Islam wants the death of adults and children for Allah and will reward those who achieve Shahada (death for Allah).

Observations:

Did Israel Use „Disproportionate Force“ in Gaza? – Dore Gold (Institute for Contemporary Affairs/Jerusalem Center for Public Affairs)

Israeli population centers in southern Israel have been the target of over 4,000 rockets, as well as thousands of mortar shells, fired by Hamas and other organizations since 2001. Rocket attacks increased by 500 percent after Israel withdrew completely from the Gaza Strip in August 2005. During an informal six-month lull, some 215 rockets were launched at Israel.

The charge that Israel uses disproportionate force keeps resurfacing whenever it has to defend its citizens from non-state terrorist organizations and the rocket attacks they perpetrate. From a purely legal perspective, Israel’s current military actions in Gaza are on solid ground. According to international law, Israel is not required to calibrate its use of force precisely according to the size and range of the weaponry used against it.

Ibrahim Barzak and Amy Teibel wrote for the Associated Press on December 28 that most of the 230 Palestinians who were reportedly killed were „security forces,“ and Palestinian officials said „at least 15 civilians were among the dead.“ The numbers reported indicate that there was no clear intent to inflict disproportionate collateral civilian casualties. What is critical from the standpoint of international law is that if the attempt has been made „to minimize civilian damage, then even a strike that causes large amounts of damage – but is directed at a target with very large military value – would be lawful.“

Luis Moreno-Orampo, the Chief Prosecutor of the International Criminal Court, explained that international humanitarian law and the Rome Statute of the International Criminal Court „permit belligerents to carry out proportionate attacks against military objectives, even when it is known that some civilian deaths or injuries will occur.“ The attack becomes a war crime when it is directed against civilians (which is precisely what Hamas does).

After 9/11, when the Western alliance united to collectively topple the Taliban regime in Afghanistan, no one compared Afghan casualties in 2001 to the actual numbers that died from al-Qaeda’s attack. There clearly is no international expectation that military losses in war should be on a one-to-one basis. To expect Israel to hold back in its use of decisive force against legitimate military targets in Gaza is to condemn it to a long war of attrition with Hamas.

Indonesian Muslims still have very different opinions about wishing someone „Merry Christmas“. Some of them believe it is OK to do so, while some others see it differently.
The former group base their opinion on the spirit of religious tolerance and the latter group consider it harmful for the religion and relate their opinion with the forbidden action of mixing one religion with another. This group seems to be dominant in Indonesia.
In defending their opinion, they use a hadith as mentioned in Bukhari: „It related from *Aishah that a group of Jews came to God’s Messenger and said, ‚as-sam *alayk (death be on you). I understood it and said to them, as-sam wa al-la*nah (on you be death and curse).
God’s Messenger said, ‚Be calm! O *Aishah, for God loves that one should be kind and lenient in all matters.‘ I said. ‚O God’s Messenger! Haven’t you heard what they have said?‘ God’s Messenger said, ‚(Haven’t you heard what I have said.) I said (to them), *alaykum (upon you).'“ According to them, responding to a greeting with non-Muslims is limited and so is wishing „Merry Christmas“.

On Saturday (December 27, 2008), Lebanese President Michel Suleiman toured South Lebanon and heard a report from UNIFIL commander Claudio Graziano on the investigation of the eight Katyusha rockets found in the region ready to be fired towards Israel.
In a speech he gave in Tyre, Suleiman said that Lebanon must not become an arena for conflicts and account-settling, calling on all forces to respect its sovereignty and not use it as a launching ground for missiles.

MEMRI BLOG – GCC Foreign Ministers Disagree on Reaction to Ahmadinejad
A meeting of the foreign ministers of the Gulf Cooperation Council, which convened in Muscat yesterday, disagreed on the proper reaction to proposals made by President Mahmoud Ahmadinejad at a meeting of the heads of states of the GCC to which he was invited by the host country, Qatar.
Ahmadinejad proposed an economic bloc of the GCC and Iran.
Most ministers have determined that the proposals served the interests of Iran first and foremost and not those of the GCC countries.
Moreover, the relations between the GCC and Iran are not strong enough to warrant the inclusion of a reaction to Ahmadinejad’s proposals.

The Libyan foreign ministry told Switzerland that it was incumbent on it to close the investigation in connection with the arrest of Qaddafi’s son , Hanibal, last July in Geneva for assaulting two Swiss nationals [hotel employees where Hannibal was saying.]
The Libyan deputy foreing minister Abd-‘Ati al-Obeidi said Libyan patience is not unlimited.
Earlier, Libya threatened to withdraw $7 billion from Swiss banks.
It also threatened to suspend the supply of oil to Switzerland for mistreating Qaddafi’s son as well as Libyan businessmen.

MEMRI BLOG – Egyptian Parliament Harshly Condemns Israel for Gaza Offensive
The Egyptian National Assembly harshly condemned the attack on Gaza. MPs called to expel the Israeli Ambassador from Cairo and recall the Egyptian Ambassador from Israel; to stop exporting natural gas to Israel; to open the Rafah crossing without delay; and to reexamine Egypt-Israel relations. Parliament Speaker Dr. Fathi Srour described the Israeli actions in Gaza as „crimes against humanity.“ Muhammad ‚Ali Ibrahim, editor of the Egyptian daily Al-Gumhouriyya, aimed his criticism at Hamas as well as Israel. He said that Hamas was collaborating with the Syrian-Iranian axis which was jeopardizing the peace and stability in the Middle East, and that the movement’s goal was identical to that of Israeli Defense Minister Ehud Barak and Israeli Foreign Minister Tzipi Livni – namely, to come into power.

The Syrian and Hamas media have responded to the Gaza attack with harsh criticism against Egypt and Saudi Arabia. An editorial in the Syrian website www.champress.net accused the Syrian and Saudi leaders of collaborating with Israel in the spilling of Palestinian blood. The Syrian government daily Teshreen stated in an editorial that „certain Arab leaders“ regarded Israel as a strategic ally and were helping it to annihilate the resistance movements in Palestine and Lebanon. Associates of Hamas leader Mahmoud Al-Zahhar accused Egypt of collaborating with Israel in deceiving the Hamas in Gaza.

In response to the Israeli offensive in Gaza, the London daily Al-Sharq Al-Awsat harshly criticized Hamas, saying that it trades in Palestinian blood, just like Hizbullah, and decides when to maintain a hudna and when to attack – with the entire Arab world dancing to its tune. The daily’s editor, Tariq Alhomayed, called on the world to let Hamas bear the consequences of its decisions, for once, and not to let Israel’s crimes cloud its awareness of Hamas‘ actions.

MEMRI BLOG – Editor Of Egyptian Daily: Hamas Is Responsible For Suffering Of Gaza Palestinians
In an article in the Egyptian government daily Al-Gumhouriyya, Egyptian MP and editor of the paper Muhammad Ali Ibrahim accused Hamas of responsibility for the suffering of the Palestinians in Gaza and rejected arguments against Egypt’s closure of the Rafah crossing.
He said that Egypt was not the only one in charge of administration at the border crossing, and that opening it would be a violation of international agreements, in addition to Egypt not agreeing to violate its own sovereignty as happened the last time the crossing was opened.

Dann, an einem Morgen Ende April, spuckte sein Faxgerät ein Schreiben der Deutschen Vertretung in Ramallah aus. „Bezüglich des möglichen Auftritts des Hip-Hop-Künstlers Massiv“ teilte die Vertretung mit: „Wir stehen dem Vorhaben grundsätzlich positiv gegenüber.“ Ronny Boldts „Bedenken bzgl. möglicher politischer Verwicklungen“ seien unnötig: „Es ist kein Fall bekannt, in dem den Künstlern daraus ein Imageschaden entstanden ist.“

Mit freundlicher Empfehlung mein heute an die Politikredaktion des Zeitungshauses Bauer gemailter Leserbrief zum israelfeindlichen und „antizionistischen“ Kommentares von Herrn Thomas Byrsch, der heute im Kreis Recklinghausen in der Printausgabe der verschiedenen Morgenzeitungen des Zeitungshauses Bauer erschien.
Herr Brysch spricht u.a von der Staatsgründung Israels als „gewaltsame Landnahme“. Im Original geht es weiter so weiter: „Darüber kann auch aller Opfermut der zionistischen Grünergeneration nicht hinwegtäuschen. Die Vertreibung Hunderttausender Palästinenser aus ihrer angestammten Heimat, das daraus resuktierende , über Jahrzehnte fortgeschriebene Flüchtlingselend bereitet noch immer den Nährboden für den Terrorismus. Die Erfolgsgechichte Israels und das Elend der Palästinenser sind in Wahrheit zwei Seiten der gleichen Medaille.“
