Implicit in the nuclear deal the U.S. and other world powers struck with Iran earlier this year was the hope, perhaps even the expectation, that easing economic sanctions would draw Iran deeper into the global economy—and that economic engagement with the outside world would begin to moderate Iranian behavior.
